Security Studies in Serbian Higher Education System

AB  - Academic programs of security studies in former Yugoslavia were organized within the Faculty of People’s Defence in Belgrade and Faculty of Security in Skopje, as well as at colleges of professional police studies in Belgrade, Zagreb, and Ljubljana, all of them stateowned and aimed at schooling professionals in the national security sector. Following the Yugoslav dissolution, Western Balkan countries have continued development of their own higher education system synchronized with their European integration orientations. The cornerstones of European Union accession process in the area of higher education are mechanisms based on the Bologna Declaration, later institutionalized through the European Higher Education Area, which all the Western Balkan countries adopted and modified their higher education systems accordingly. The appearance of private higher education institutions was one of the first steps in the overall national reforms of these systems, where the Republic of Serbia is amongst regional countries with the biggest number of private universities, faculties, and colleges, especially in the social sciences and humanities. At the same time, the national security sectors went through the process of decentralization and privatization. These external and internal factors, combined with the global rise of importance of securityrelated phenomena, especially after the 9/11 events, brought the security studies in these countries in focus of interest of the existing and rising higher education institutions. Conflict heritage, the existing local security threats like extremism and terrorism, and a vast number of experienced national security officers with university titles, led to the appearance of various academic programs on terrorism, national security, national defence, and private security studies both on the existing state-owned and private universities and faculties. At the moment, the Republic of Serbia offers several dozens of higher education programs in security, on all the existing study cycles, within three different types of studies, and both for academic and professional levels. The paper will provide an overview of the existing higher education programs in the field of security and analyze the main discourses, directions and possible perspectives.

Intelligence Analysis Models for Asymmetric Threats

AB  - Intelligence analysis in the 21st century, in the light of (post)modern security challenges, vulnerabilities, and threats, is completely adjusted to achieving asymmetric advantage, primarily through development of new techniques and methods for obtaining the data, but also with the use of new and more diverse information sources. New Information and Communication Technologies not only allowed to possible asymmetric threat subjects to increase their capabilities, but also required from nations to adapt their own capacities in new circumstances. The old threat paradigm (Cold War, traditional) asked for appropriate intelligence paradigm based on clear threat(s) holder and relatively known outcome of potential conflict (Mutually Assured Destruction). The new threat paradigm (post-Cold War, post-modern) expanded its focus on the new spectrum of security challenges, vulnerabilities and threats, whose subjects are no longer single nations and their national security capacities. New circumstances are additionally ‘aggravated’ by the fact that the post-Cold War period is at the same time the age of information and communication technology ‘explosion’, which certainly and largely effected the increase of academic community interest and stimulated research and development of appropriate intelligence models for the analysis of new threats in the new environment. In that manner, new intelligence analysis knowledge and skills were developed, especially in the context of situation development analysis in contemporary asymmetric conflicts. The most common models used for the asymmetric threat analysis are advanced systems for threat modelling, as well as models for analysis and response to asymmetric threats. In this paper, we present a brief chronological preview of transformation of the “old threat paradigm” into the new threat paradigm, from academic perspective, with recognizing the key elements that affected the improvement of national intelligence capacities. Then we gave a preview of some of the most significant intelligence analysis models in the context of new threat paradigm, and we explain their mutual relationship.

AB  - In previous research we were dealing with the national interest as an analytical concept, where we gave a detailed review of different relevant authors’ perspectives about the concept of national interest, and provided with suggestions for the analysis of the national interests of the Republic of Serbia, through analysis of the National Security Strategy, analysis of keynote addresses of Prime Minister nominees, and analysis of statements from official Government representatives. We also gave a review of two most common tools for analysis of national interests – matrices developed by Joseph Frankel and Donald E. Nuechterlein in 1970s, and we focused on Nuechterlein’s division of national interest by two criteria. The first one identifies basic interests of one state (defense, economy, world order, and ideology), and the second one identifies the intensity of the former (existential, vital, major, and peripheral). In this paper, we analyzed the national interest of the Republic of Serbia in a manner stated through keynote addresses (Government programmes) of Prime Minister Nominees from 2071 to 2017, which included eight Programmes overall. The main objective of this paper was to test the cognitive potential of the national interest, with the basic hypothesis that the national interest of small states is linked with the so-called “hard core of national interest” as implied by the Realists (Morgenthau), which is related to the issues of survival. First we gave a review of the thematization of small states in Realist literature, where we recognized the key period when small states became a focus of research for several theorists (Robert Rothstein, Annette B. Fox, Robert O. Keohane, Peter R. Baehr, Miriam F. Elman, and Kenneth Waltz). Then we gave a brief recapitulation of the importance of national interest as an analytical concept, with an end view of Frankel’s and Nuechterlein’s contribution to the development of its analytical potential. We have chosen the Nuechterlein’s matrix, so that our scope for analysis was the Adjusted Nuechterlein’s matrix – the world order interests for great powers were reduced to the level of regions for small states. In case of Serbia, it is the “Western Balkans” and Europe. The Adjusted Nuechterlein matrix was then applied to operationalized structure of these addresses (Programmes). We conducted the qualitative analysis of the Keynote addresses’ content, firstly through the list of priorities given, then through the analysis of how the author of the Programme labeled specific issue (“of high priority”, “of utmost importance”, etc.), and lastly, in what context the expression “national interest” have been used. In the analysis of the national interest of the Republic of Serbia through Government programmes, we considered the following conditions: the state strength through small states concept in International Relations theories, and the specificities of the Republic of Serbia in relation to immediate (“Western Balkans”) and wider (European) environment. Our findings showed us that there are two regularly mentioned priorities of the highest intensity (existential interests): Kosovo and Metohija, and the process of accession to the European Union, with a few more priorities only once mentioned as the highest ones – demographical issue and energy security. Combined existential and vital included the fight against organized crime and corruption, economic recovery, and the improvement of relations with neighboring countries. Our conclusion is that existential interests are primarily focused on values related to survival, which is in accordance with the Realist “hard core of international relations”.

In case of Serbia, it is the “Western Balkans” and Europe. The Adjusted Nuechterlein matrix was then applied to operationalized structure of these addresses (Programmes). We conducted the qualitative analysis of the Keynote addresses’ content, firstly through the list of priorities given, then through the analysis of how the author of the Programme labeled specific issue (“of high priority”, “of utmost importance”, etc.), and lastly, in what context the expression “national interest” have been used. In the analysis of the national interest of the Republic of Serbia through Government programmes, we considered the following conditions: the state strength through small states concept in International Relations theories, and the specificities of the Republic of Serbia in relation to immediate (“Western Balkans”) and wider (European) environment. Our findings showed us that there are two regularly mentioned priorities of the highest intensity (existential interests): Kosovo and Metohija, and the process of accession to the European Union, with a few more priorities only once mentioned as the highest ones – demographical issue and energy security. Combined existential and vital included the fight against organized crime and corruption, economic recovery, and the improvement of relations with neighboring countries. Our conclusion is that existential interests are primarily focused on values related to survival, which is in accordance with the Realist “hard core of international relations”.",

In this paper, we will try to deal with occurrence and development of the fi rst intellectual views about the Competitive Intelligence, key diff erences between Business Intelligence and Competitive Intelligence, the most important defi nitions of the CI, typologies of this sort of intelligence work recognized in scientifi c and professional literature, techniques and methods specifi c to this kind of intelligence in the context of information and communication technologies of today, and with the review of types of services related to Competitive Intelligence, with the focus on the Internet portals which provide this kind of service based on open-source data collected from publicly available sources.

AB  - Fight  against  international  terrorism  remains  one  of  the  keystones  of  the  United  States’  foreign  policy  in  the  upcoming  period.  The  threat  of  the  Islamic  State  is  still  grave  for  the  international  security,  so  it  is  understandable  that  Donald  Trump  administration  will  remain  in  this  course.  In  the  presentation  of  the  new  administration’s program at the White House website, it is pointed out that “defeating ISIS and other radical Islamic terror groups” will be of the highest priority, and that joint and coalition efforts will be needed. In the inaugural address, the new President stated that the United States intent to “unite the civilized world against Radical Islamic Terrorism”. It is initially obvious that, differing from the notion of “fight against violent extremism”  used  by  the  Obama  administration,  the  new  administration  talks  about  the fight against radical Islamism. In this paper, the authors will analyze and present the key shifts in the United States’ national security policy in the wake of the Donald Trump’s administration. Key positions of Trump’s presidential campaign regarding the foreign policy, national security policy, fight against the Islamic State, and the reform of  the  Intelligence  Community,  will  be  juxtaposed  with  decisions  made  during  the  beginning of the presidential term.

AB  - In colloquial thought about the character of fan violence, there is an obvious trend of identifying hooligan groups with crowds. Furthermore, we can often hear expressions as hooligan crowd, hooligan mob, wild crowd, etc. Using a long-trodden path traced by Gustave Le Bon at the setting of the 19th century, the authors are trying to make a certain comparison between contemporary fan violence characterized with crowd elements, with the crowd viewed by Le Bon. Starting with the description of identity loss during the crowd formation, creation of the sentiment of invincible power, all that through suggestibility, credulity, and contagious character of the crowd, Le Bon revealed the main characteristics of crowds and their leaders through authoritativeness, intolerance, violence and exaggeration, and inevitable conservatism. Analyzing Le Bon’s viewpoints from this temporal distance, it could easily be concluded that a vast number of his statements have so-called timeless character. Unpretentious wish of the authors was to put Le Bon’s viewpoints in the context of contemporary crowds, especially through a prism of crowd – fan group. Main characteristics of crowds, as Le Bon viewed them, compared with some of the important characteristics of modern fan crowds, have some important similarities. Moreover, if crowd, and even mob (in context of fans) could be differentiated from hooliganism as obviously characteristic form of deviant behaviour, the concurrence with Le Bon’s postulates would be especially visible. Related to that, fan violence as a „disease” of contemporary world characterized by complete lack of matrices (in terms of East-West, rich-poor, black-white, religious divisions, etc.) could partly be explained through important crowd characteristics in a way Le Bon viewed them. Still, the behaviour with serious logistic elements as one of the characteristics of contemporary hooliganism could not be described or called irrational or chaotic. Preparation of pyrotechnics, pre-arranged fights, concealing of rocks and other objects for eventual use against the rival fan groups or persons of different political or sexual orientation, talk about destructive and, at the same time, organized character of hooliganism. Or, like Dragan Koković noticed: „Aggressive action (and hooligan behavior is certainly that sort of action, authors’ note) does not come from some spontaneous, aggressive energy, but is (…) a result of outer stimulation and authority” (Koković, 1990:159).

Implementation of the Gender Perspective in the Undergraduate Curriculum of the Faculty of Security Studies

AB  - In 2010 the Republic of Serbia adopted the National Action Plan (NAP) for the implementation of the United Nations Security Council Resolution 1325 "Women, Peace and Security", which stipulates that on the basis of gender equality UN member states should build and adapt mechanisms for conflict resolution and inclusion of women in all levels of decision-making. An important role in the activities undertaken to achieve the goals defined by the National Action Plan is assigned to the ministry in charge of education (currently the Ministry of Education, Science and Technological Development). These activities include raising awareness of potential conflicts, launching educational programs about gender aspects of conflicts, and introducing the subject matter of gender equality and gender-based violence at all levels of education and specialization in the security sector. Given that the Faculty of Security Studies of the University of Belgrade trains its students to perform a wide range of jobs in the security sector, the introduction of said subject matter at this higher education institution has special importance. In order to determine the extent to which this subject matter is currently being taught at the Faculty of Security Studies and at the same time to work toward the NAP goals, we have conducted a pilot study which included an analysis of the undergraduate forms of teaching such as seminars and workshops. It is our belief that educating male and female students to perform jobs in the security and defense systems and better participate in civil society requires that this subject matter be incorporated into the existing undergraduate curriculum at this higher education institution and that the Ministry of Education, Science and Technological Development of the Republic of Serbia assume a more active role in attaining the goals of the National Action Plan and achieving gender equality as an imperative of democratic societies curriculum and course syllabuses as well as the opinions of first- and second-year male and female students on gender equality. Having analyzed the syllabuses of undergraduate courses, we have established that the issues of gender equality, gender-sensitive address forms, gender-based violence, and the role and position of women in the security and defense systems, are underrepresented in course syllabuses, teaching units and primary literature. Furthermore, the opinion poll of the first- and second-year male and female undergraduate students on gender equality, conducted in June 2015 at the Faculty, led us to the conclusion that despite the students' awareness of this subject matter, certain gender-based stereotypes nonetheless exist. Also, the majority of respondents recognized the need for incorporating this subject matter into the curriculum and for organizing informal.

AB  - This paper discusses examples of gender sensitive job qualifications, with the emphasis on jobs and ranks of professional military personnel. It provides the most common reasons for and against these qualifications, as well as a brief review of professional debates in this field. The results of the analysis of data obtained by the research conducted in the defense system of the Republic of Serbia show that there is a general hostility towards the introduction of gender-sensitive addressing to service women. It has been noticed that this hostility is larger in younger than in older military personnel, which is explained by fear from competition and fear from negative reaction of close environment to new rules of addressing.
AB  - U radu su razmatrani primeri rodno osvešćenih kvalifikacija zanimanja, naročito zanimanja i činova profesionalnih vojnih lica. Pruženi su najčešći razlozi za i protiv ovih kvalifikacija, kao i pregled stručnih rasprava na ovu temu. Analizom podataka dobijenih u istraživanju koje je sprovedeno u sistemu odbrane Republike Srbije došlo se do rezultata koji pokazuju da postoji generalna odbojnost prema uvođenju rodno osetljivog obraćanja pripadnicama sistema odbrane. Uočeno je da je ova odbojnost izraženija kod mlađih pripadnika nego kod starijih, što se objašnjava strahom od konkurencije i strahom od negativne reakcije bliskog okruženja na nova pravila.

AB  - Through elaborating the importance of differentiating extremism and terrorism as especially intriguing forms of political violence, the authors noticed that these notions are often intertwined, misused, or (most often) identified as equal. Correct differentiation between extremism and terrorism, and later between terrorism and terror, their historical context, understanding the circumstances in which they appear and exist, are of the utmost importance for preparation of appropriate counter-measures. In this regard, the aim of this paper is to put the precise theoretical definitions of all of these forms of political violence, into context of selecting the appropriate measures for prevention of and combating not only extremism as a precondition, but also the terrorism as the "final product" of extremist aspirations.
