In search of the principles of resilient urban design: Implementability of the principles in the case of the cities in Serbia

AB  - The concept of resilience is probably one of the best-known new international concepts, which have gained attention since the economic crisis in 2008. Since then, this global challenge has redirected general focus at all tiers from “faith” in unstoppable progress to more desirable stabilisation and preparedness.

Being the major places of globalism, cities across the World have suffered from the crisis. Therefore, they have profoundly embraced the postulates of resilience, transforming them with “urban” footprint – urban resilience. The creation of this significant concept has been in the agenda of many international organisations. However, the concept of urban resilience is still a novelty, with accompanying implementation problems. This is a very important issue in the field of urban design, a part of urbanism very much connected to concrete functioning in situ.

This “implementability” of the concept of resilience in urban design is an important issue for Serbia. As a post-socialist country, it has witnessed various problems and general inconsistency. With a strong motive to cope with them, local authorities and institutions often try to directly implement foreign-arisen concepts and knowledge, without any local adaptation. The results of these forceful acts are usually questionable.

Therefore, the aim of this paper is to understand how the principles of resilient urban design are tailored and how they are important for Serbian cities. Hence, general urban plans as the main development documents in Serbian cities are researched through the lenses of these principles, with expectations to check if they are ready to make urban design in relevant cities more resistant. The final contribution of the paper is foreseen in the form of guidelines to enforce urban resilience at local level.

AB  - Crime has existed, survived and increased the number of its forms and, apart from government bodies, caused non-government bodies, or economic entities, to become involved in criminal issues, their control or neutralization. Various fields of private entrepreneurship recognized the opportunity to evolve their business operations in the field of crime and generate profit. The aim of this study is to discover whether this phenomenon is a factor in the creation or collapse of overall security in transition countries. We will focus our data and observation on The Republic of Serbia, as former Yugoslav Republic and state which is still in transition process. Serbia has been facing the challenges of great financial crisis, low living standards and budget deficit in the past years. The analysis of the number and types of private companies operating in the field of security and protection should show a prospect for further development of private anticrime business and market, as well as whether this field of business operations has a potential to improve overall economic situation and employment levels in our country or whether it might be one of the causes behind the creation of so-called “grey economy.”

AB  - Agricultural entrepreneurship is the basis of creativity, innovation, profitability and risk management of agricultural producers. Although the agricultural entrepreneurship is often ignored in Serbia, in the paper we emphasize its importance due to the fact that the contribution of agriculture still has the largest share in gross domestic product. Current 2016 was declared as the year of entrepreneurship in Serbia, which further stressed the importance of studying this problem. As the aim of the research we have determined the need for the study of agricultural entrepreneurship in the context of vulnerability to risks from the environment. In this regard, in the paper we first point to agricultural entrepreneurship and the importance of agriculture production in Serbia and then we point out to the environmental protection, as a form of preventive action for risk reduction, insurance, as a form of financing of insurance claims, and the characteristics of agriculture insurance in Serbia. The main conclusion is that environmental protection and agricultural insurance are complementary mechanisms of risk protection that provide significant support to agricultural entrepreneurship and the development of agricultural production.
AB  - Preduzetništvo u poljoprivredi je u osnovi kreativnosti, inovativnosti, profitabilnosti i upravljanja rizicima poljoprivrednih proizvođača. Iako se preduzetništvo u poljoprivredi često zanemaruje u Srbiji, u radu naglašavamo njegov značaj s obzirom na činjenicu da je doprinos poljoprivrede još uvek najveći za bruto domaći proizvod. Tekuća 2016. godina proglašena je za godinom preduzetništva u Srbiji, što je dodatno naglasilo značaj izučavanja ove problematike. Za cilj rada smo odredili potrebu izučavanja preduzetništva u poljoprivredi u kontekstu ugroženosti rizicima iz okruženja. U tom smislu, u radu prvo ukazujemo na preduzetništvo u poljoprivredi i značaj poljoprivredne proizvodnje u Srbiji a potom ukazujemo na ekološku zaštitu, kao oblika preventivnog delovanja na redukciju rizika i osiguranje, kao oblika finansiranja posledica ostvarenja šteta i karakteristike osiguranja poljoprivrede u Srbiji. Osnovni zaključak je da ekološka zaštita i osiguranje poljoprivrede predstavljaju komplementarne mehanizme zaštite od rizika koji pružaju značajnu podršku preduzetništvu u poljoprivredi i razvoju poljoprivredne proizvodnje.

AB  - Altered nature of security risks and threats created within globalization process new security environment, forcing creators of national security strategies to anticipate the sources of threats and to define appropriate mechanisms for response to different forms of security threats addressed to states and its citizens. The concept of resilience is taken from technical sciences and implemented in the security strategies of great powers as a potential solution for strengthening capacity and system preparedness for responding to threats as well as the rapid recovery, regardless of intelligence analysis and assessment of relevant institutions.
AB  - Izmenjena priroda bezbednosnih rizika i pretnji oblikovala je tokom procesa globalizacije novo bezbednosno okruženje, primoravši tvorce strategija nacionalne bezbednosti da anticipiraju izvore pretnji i osmisle adekvatne mehanizme za reagovanje na različite oblike ugrožavanja bezbednosti države i njenih građana. Koncept rezilijentnosti preuzet je iz tehničkih nauka i implementiran u strategije bezbednosti velikih sila kao potencijalno rešenje usmereno na jačanje kapaciteta i spremnosti sistema za odgovor na pretnje i rapidni oporavak od istih, bez obzira na obaveštajne analize i procene nadležnih institucija.

AB  - Terrorism and armed insurgency are specific types of complex and politically motivated violence, and may be used individually or combined to achieve various political objectives. The fact that they are in the middle of the spectrum of conflict (between classical crime, on one hand, and armed/war conflicts, on the other hand), is the key reason for frequent overlapping of competences and responsibilities of the military and the police in managing the crises caused by these phenomena. In addition that, as regards after-effects they cause, both terrorism and armed insurgency are crisis situations per se, these types of political violence often cause the crises of crisis management too. The paper explains the nature and characteristics of the mentioned crises, as well as the impact of erasing the boundaries between security and defense on the distribution of competences and responsibilities in countering terrorist and insurgent crises. The role of the military in managing these crises is described through a system of command and control, with consideration of specific features and tasks at different levels of the crises management. Finally, the paper provides an analysis of functional needs and capabilities of the Serbian Armed Forces in the execution of anti-terrorist and counterinsurgency tasks in accordance with the strategic, doctrinal and other normative starting points, as well as the EU and NATO standards.
AB  - Terorizam i oružana pobuna predstavljaju specifične vrste složenog i politički motivisanog nasilja i mogu se koristiti pojedinačno ili kombinovano u ostvarivanju različitih političkih ciljeva. Činjenica da se nalaze u sredini spektra sukoba (između klasičnog kriminala, s jedne strane, i oružanih - ratnih sukoba, s druge strane), ključni je razlog čestog preklapanja nadležnosti i odgovornosti vojske i policije u upravljanju krizama izazvanim tim fenomenima. Pored toga što, po posledicama koje izazivaju, i terorizam i oružana pobuna predstavljaju krizne situacije pert se, te vrste političkog nasilja često uzrokuju i krize upravljanja kriznim situacijama. U radu su objašnjeni priroda i karakteristike navedenih kriza, kao i uticaj brisanja granice između bezbednosti i odbrane na raspodelu nadležnosti i odgovornosti u suprotstavljanju terorističkim i pobunjeničkim krizama. Uloga vojske u upravljanju ovim krizama biće opisana kroz sistem komandovanja i rukovođenja, uvažavanjem specifičnosti i zadataka na različitim nivoima upravljanja ovim krizama. Na kraju, analiziraju se funkcionalne potrebe i mogućnosti Vojske Srbije u izvršavanju protivterorističkih i protivpobunjeničkih zadataka u skladu sa strateškim, doktrinarnim i drugim normativnim polazištima, kao i standardima EU i NATO.

AB  - Terrorism is one of many sources of risk which may reduce the capacity of critical infrastructure organizations to deliver against their objectives. However, unlike more frequent and more predictable incidents like criminal offenses or natural hazards, terrorist acts are non-routine risks and therefore difficult to anticipate. Typically, non routine risks have low probability, that is, they occur rarely or in some instances have never occurred but have very high consequences for the organisation. The attack on CI can be particularly attractive for a terrorist organization or an individual due to its highly interdependent infrastructures and its often high symbolic value. Critical infrastructure resilience (CIR) is an integrating objective designed to foster system-level investment strategies. Three resilience capacities are used to define, quantify, and ultimately design for a better resilience of the particular system: (1) absorptive capacities, or the ability of the system to absorb the disruptive event; (2) adaptive capacities, or the ability to adapt to the event; and (3) restorative capacities, or the ability of the system to recover. Occasionally the magnitude of a crisis exceeds an organization's own ability to respond. At such times the intervention and assistance of external groups (including government, other businesses, and the public) can be decisive.

AB  - Background: Food safety issues are not a new issue in science, but due to the dynamic changes in the modern world it is as equally important as decades ago. The aim of the study was to address the efforts in the development of a comprehensive food safety system in Serbia, and make specific recommendations regarding the improvement of epidemiological investigation capacity as a useful tool which contributes to improving the public health by joint efforts of epidemiologists and law enforcement. Methods: We used the methodology appropriate for social sciences. Results: The findings show the current state-of-affairs in the area of food safety and health care system and present some most important weaknesses which have to be overcome. Policy makers need timely and reliable information so that they can make informed decisions to improve the population health in an ongoing process of seeking full membership in the European Union. Conclusion: Serbia has to apply significant changes in practice because the current state-of-affairs in the area of food safety and health care system is not so favourable due to numerous both objective and subjective factors. Hence, the policy-makers must work on the development of epidemiological investigation capacities as a firm basis for greater efficiency and effectiveness. Epidemiologists would not stay alone in their work. Law enforcement as well as many other stakeholders should recognize their new role in the process of the development of epidemiological investigation capacity as a tool for the development of a comprehensive food safety system in Serbia.

AB  - In previous research we were dealing with the national interest as an analytical concept, where we gave a detailed review of different relevant authors’ perspectives about the concept of national interest, and provided with suggestions for the analysis of the national interests of the Republic of Serbia, through analysis of the National Security Strategy, analysis of keynote addresses of Prime Minister nominees, and analysis of statements from official Government representatives. We also gave a review of two most common tools for analysis of national interests – matrices developed by Joseph Frankel and Donald E. Nuechterlein in 1970s, and we focused on Nuechterlein’s division of national interest by two criteria. The first one identifies basic interests of one state (defense, economy, world order, and ideology), and the second one identifies the intensity of the former (existential, vital, major, and peripheral). In this paper, we analyzed the national interest of the Republic of Serbia in a manner stated through keynote addresses (Government programmes) of Prime Minister Nominees from 2071 to 2017, which included eight Programmes overall. The main objective of this paper was to test the cognitive potential of the national interest, with the basic hypothesis that the national interest of small states is linked with the so-called “hard core of national interest” as implied by the Realists (Morgenthau), which is related to the issues of survival. First we gave a review of the thematization of small states in Realist literature, where we recognized the key period when small states became a focus of research for several theorists (Robert Rothstein, Annette B. Fox, Robert O. Keohane, Peter R. Baehr, Miriam F. Elman, and Kenneth Waltz). Then we gave a brief recapitulation of the importance of national interest as an analytical concept, with an end view of Frankel’s and Nuechterlein’s contribution to the development of its analytical potential. We have chosen the Nuechterlein’s matrix, so that our scope for analysis was the Adjusted Nuechterlein’s matrix – the world order interests for great powers were reduced to the level of regions for small states. In case of Serbia, it is the “Western Balkans” and Europe. The Adjusted Nuechterlein matrix was then applied to operationalized structure of these addresses (Programmes). We conducted the qualitative analysis of the Keynote addresses’ content, firstly through the list of priorities given, then through the analysis of how the author of the Programme labeled specific issue (“of high priority”, “of utmost importance”, etc.), and lastly, in what context the expression “national interest” have been used. In the analysis of the national interest of the Republic of Serbia through Government programmes, we considered the following conditions: the state strength through small states concept in International Relations theories, and the specificities of the Republic of Serbia in relation to immediate (“Western Balkans”) and wider (European) environment. Our findings showed us that there are two regularly mentioned priorities of the highest intensity (existential interests): Kosovo and Metohija, and the process of accession to the European Union, with a few more priorities only once mentioned as the highest ones – demographical issue and energy security. Combined existential and vital included the fight against organized crime and corruption, economic recovery, and the improvement of relations with neighboring countries. Our conclusion is that existential interests are primarily focused on values related to survival, which is in accordance with the Realist “hard core of international relations”.

AB  - U uslovima neizvesnosti nastanka i posledica vanrednih situacija, u vojnim organizacijama i jedinicama sve više dobija na značaju odlučivanje zasnovano na proceni rizika. Kao rezultat tih procena moguće je utvrditi funkcionalne potrebe i zadatke Vojske Srbije u reagovanju na vanredne situacije koje prete osnovnim vrednostima našeg društva. Na osnovu strateških polazišta koji definišu treću misiju vojske, utvrđenih u relevantnim nacionalnim dokumentima i dokumentima EU i NATO, kao i primenom odgovarajućih metoda analize, autori razmatraju funkcionalne potrebe i tehničko-tehnološke kapacitete Vojske Srbije za izvršavanje, pre svega, preventivnih zadataka u odgovoru na elementarne nepogode, pobunjenička i teroristička dejstva.

Studijom je utvrđeno da izvesno brisanje jasnih granica između odbrane i bezbednosti postoji, pre svega na funkcionalnom nivou, dok na operacionalnom nivou (na terenu) brisanja granica nema ili su jako ograničena.

Corporate crime: Criminological and cultural aspects

AB  - The process of economic transition in Serbia has highlighted the problem of socially responsible behavior of corporations and especially the growing phenomenon of corporate crime. The consequences of corporate wrongdoing are almost everywhere and cannot be overseen. The most tremendous ones are those related to human casualties, environmental disasters, long-term negative health effects and great material budget losses on local and state levels. The fact that corporations are profiting from criminal activity which causes enormous damage to society and individuals makes public policy makers face the ultimate choice - either to devise new effective measures for reducing and controlling this phenomenon or to retain the standard model of crime control, in accordance with the principles of classical criminal law. The first choice would require one of the pillars of criminal law - the principle of individual and subjective guilt of physical persons as the exclusive grounds for imposing criminal liability - to be either modified and widened in order to be used as a base for imposing corporate criminal liability or partially changed by new criminal law categories which would introduce different grounds for imposing criminal liability on an organization. The second choice would require the decision-makers to refuse to change old and well-established principles. The criminal reality, however, has made most legislatures in Europe and around the world choose the first option and introduce different forms of corporate criminal liability. Serbian criminal legislation has been headed in the same direction since 2008, when it was changed in order to enable the imposing of liability for criminal acts on corporations. However, although corporate criminal liability is becoming the European legislative standard, one question remains - Is this the only measure of criminal politics which can be used as a means of reducing and preventing corporate crime? The authors analyze criminological, cultural and other aspects of corporate crime and point to some potentially positive effects of measures based on the understanding of the characteristics and functioning of contemporary corporations. The first part of the article highlights the concept and features of corporate crime and suggests a broad criminological definition which encompasses its numerous aspects. The authors then focus on cultural aspects of corporate crime and the role of corporate culture type in choosing the criminal behavior as a way of gaining profit. In the second part, the authors examine the concept of internal corporate security culture and analyze basic models of corporate criminal liability and their relation to the concept of corporate security culture.
AB  - Privatizacija i dolazak stranog kapitala na naše tržište su potencirali značaj društveno odgovornog ponašanja privrednih društava, ali i rastućeg fenomena korporacijskog kriminala. Teške posledice krivičnih dela privrednih društava i drugih pravnih lica se očituju u ljudskim žrtvama, uništavanju životne sredine, dugotrajnim negativnim efektima po zdravlje celih generacija i materijalnim gubicima po druga preduzeća, državne i lokalne budžete i pojedince, uz istovremen vrtoglav rast nezakonito stečenih profita korporacija - kriminalaca. Činjenica da se korporacije bogate i to u ogromnoj meri, upravo zahvaljujući kriminalnim aktima koji proizvode strahovitu štetu društvu i pojedincima, nametnula je zakonodavcima moralni imperativ - ne dozvoliti dalje nezakonito i nemoralno jačanje ekonomske moći korporacija koje ne poštuju pravne propise i običaje fer poslovanja, pa ni osnovne etičke norme. Srpski zakonodavac je krenuo putem brojnih evropskih zakonodavstava koja su u poslednjih nekoliko decenija odustala od strogog poštovanja srednjovekovne maksime societas delinquere non potest. Ipak, postavlja se pitanje da li je uvođenje zakonskih normi o odgovornosti pravnih lica za krivična dela jedina mera kriminalne politike koja se može preduzeti kako bi se redukovao fenomen kriminaliteta korporacija. Autori analiziraju bezbednosne i kulturološke aspekte kriminaliteta korporacija i ukazuju na potencijalne korisne efekte kriminalnopolitičkih mera zasnovanih na razumevanju karakteristika i načina funkcionisanja savremenih korporacija.

Risks of non-military security threats relevant for the third mission of the Army of Serbia

AB  - Serbia and its Army are undergoing a process of reassessment of functional requirements and capabilities to respond to non-military threats to the security. In line with national, European, and Euro-Atlantic security priorities, preventive use of forces is an imperative of modern use of military resources in facing the assessed threats. The paper does not discuss separately non-military threats to the security of the Republic of Serbia as contained in strategic and doctrinal documents, or assess the risks from individual threats, which are the subject of more comprehensive future analyses and research. The authors above all point to the importance of multi-risk assessment and the analysis of scenarios of preventive actions within the scope of the third mission of the Army, taking into consideration the specificities of the Republic of Serbia. As regards the assumed risks of natural disasters, terrorism and insurgencies, the next task is to analyze functional requirements and capabilities of the Army of Serbia using the GAP analysis and other methods and techniques of risk assessment as bases of decision-making process.
AB  - Srbija i njena vojska nalaze se u postupku preisipitivanja funkcionalnih potreba i mogućnosti odgovora na nevojne pretnje bezbednosti. U skladu sa nacionalnim, evropskim i evroa-tlantskim bezbednosnim prioritetima, preventivna upotreba snaga je imperativ savremene upotrebe vojnih resursa u suočavanju sa procenjenim pretnjama. U radu se ne razmatraju posebno nevojne pretnje bezbednosti Republike Srbije sadržane u strateškim i doktrinarnim dokumentima, niti se procenjuju rizici od pojedinačnih pretnji, što je predmet opsežnijih budućih analiza i istraživanja. Autori, pre svega, ukazuju na značaj procene multirizika i analize scenarija za preventivno postupanje u okviru treće misije vojske i uvažavajući specifičnosti Republike Srbije. U odnosu na pretpostavljene rizike elementarnih opasnosti, terorizma i pobunjeničkih dejstava, predstoji zadatak da se analiziraju funkcionalne potrebe i mogućnosti Vojske Srbije primenom GAP analize i drugih metoda i tehnika za procenu rizika kao osnove u procesu odlučivanja.

AB  - The article deals with legal dimensions of the process of identification, classification and assessment of risks in the domain of protection of persons, property and business affairs. The author provides various arguments in favor of introducing the normative level into the risk analysis and assessment process, and highlights the significance and possibilities of using legal regulations as an instrument for achieving the risk management objectives. Special emphasis is put on the importance of internal organization regulations (so-called autonomous law) as an instrument of regulating the measures and procedures in the domain of private security and of establishing an integrated system of legal protection against risks for persons, property and business affairs of the organization. The author's analysis results in setting up the criteria for creating a unique classification of risks, which are predominantly of a legal character. Having established a legal risks typology, the author discusses the risks of illegal behavior of external and internal subjects and points to the possibilities of their identification and categorization. The paper also focuses on the importance of having the knowledge of legal regulations and their implementation in the risk assessment phase, and in particular addresses the issue of criminal liability of legal entities as a special kind of risk resulting from illegal acts of responsible persons and employees.
AB  - Članak je posvećen razmatranju pravne dimenzije procesa identifikovanja, klasifikacije i ocene rizika u domenu zaštite lica, imovine i poslovanja. Autor iznosi tezu o potrebi uvođenja normativne ravni u procese analize i procene rizika i raspravlja o značaju i mogućnostima instrumentalizacije pravnih normi za ostvarivanje ciljeva menadžmenta rizika. Naročita pažnja pridaje se važnosti interne organizacijske regulative (tzv. autonomno pravo) kao sredstva za normativizaciju mera i procedura u domenu privatnog obezbeđenja i konstituisanje integrisanog sistema pravne zaštite od rizika po bezbednost, imovinu i poslovanje organizacije. Rezultat autorove analize je postavljanje kriterijuma za stvaranje jedinstvene klasifikacije rizika, koji imaju pretežno pravni karakter. Nakon uspostavljanja tipologije pravnih rizika, autor raspravlja o rizicima od protiv-pravnog delovanja eksternih i internih subjekata i ukazuje na mogućnosti njihovog identifikovanja i kategorizacije. U radu se razmatra i značaj poznavanja i implementacije pravnih propisa u fazi procene rizika, a posebna pažnja posvećena je problemu odgovornosti pravnih lica za krivična dela, kao specifičnoj vrsti rizika nastaloj delovanjem odgovornih lica i zaposlenih?.

The author provides various arguments in favor of introducing the normative level into the risk analysis and assessment process, and highlights the significance and possibilities of using legal regulations as an instrument for achieving the risk management objectives. Special emphasis is put on the importance of internal organization regulations (so-called autonomous law) as an instrument of regulating the measures and procedures in the domain of private security and of establishing an integrated system of legal protection against risks for persons, property and business affairs of the organization. The author's analysis results in setting up the criteria for creating a unique classification of risks, which are predominantly of a legal character. Having established a legal risks typology, the author discusses the risks of illegal behavior of external and internal subjects and points to the possibilities of their identification and categorization. The paper also focuses on the importance of having the knowledge of legal regulations and their implementation in the risk assessment phase, and in particular addresses the issue of criminal liability of legal entities as a special kind of risk resulting from illegal acts of responsible persons and employees., Članak je posvećen razmatranju pravne dimenzije procesa identifikovanja, klasifikacije i ocene rizika u domenu zaštite lica, imovine i poslovanja. Autor iznosi tezu o potrebi uvođenja normativne ravni u procese analize i procene rizika i raspravlja o značaju i mogućnostima instrumentalizacije pravnih normi za ostvarivanje ciljeva menadžmenta rizika. Naročita pažnja pridaje se važnosti interne organizacijske regulative (tzv. autonomno pravo) kao sredstva za normativizaciju mera i procedura u domenu privatnog obezbeđenja i konstituisanje integrisanog sistema pravne zaštite od rizika po bezbednost, imovinu i poslovanje organizacije. Rezultat autorove analize je postavljanje kriterijuma za stvaranje jedinstvene klasifikacije rizika, koji imaju pretežno pravni karakter. Nakon uspostavljanja tipologije pravnih rizika, autor raspravlja o rizicima od protiv-pravnog delovanja eksternih i internih subjekata i ukazuje na mogućnosti njihovog identifikovanja i kategorizacije. U radu se razmatra i značaj poznavanja i implementacije pravnih propisa u fazi procene rizika, a posebna pažnja posvećena je problemu odgovornosti pravnih lica za krivična dela, kao specifičnoj vrsti rizika nastaloj delovanjem odgovornih lica i zaposlenih?.",

AB  - Pitanje terorizma u turizmu je aktuelizovano izborom 'mekih meta' u ostvarivanju političkih ciljeva terorista. Procenjeni rizici prete svim subjektima turističke privrede i nadasve nacionalnoj ekonomiji koja na taj način ostaje bez značajnog priliva finansijskih sredstava u svoj budžet. Stoga je upravljanje rizicima terorizma zajednička potreba i odgovornost javnog i privatnog sektora u obezbeđenju sigurnosti turista i lokalnog stanovništva, čime bezbednost postaje neophodna pretpostavka profita i razvoja zajednice. U radu se razmatra tendencija porasta terorističkih pretnji u turizmu i zajedničke strategije i ograničenja zainteresovanih strana u prevenciji i suzbijanju pretnji zasnovanih na proceni rizika i analizi uticaja terorističke pretnje.

AB  - One of the most serious challenges of modern society is the lack of awareness of the presence of various dangers and possibilities of influencing them. Each community takes various measures and activities to assess the degree of their vulnerability tending to a state free from danger. As the most complex part, risk assessment requires a systematic approach to identifying and analyzing hazards based on the application of appropriate criteria for calculating the level of risk presented in this paper. Each risk assessment methodology must be adapted to the context of risk assessment. For this reason, the methodology for risk assessment of natural and other disasters is an attempt to establish basic requirements and criteria for risk assessment in the field of emergency management. Due to the complexity and unpredictability of natural and technological hazards that threaten people, material resources and the environment, risk assessment methodology includes risk mapping and assessment of combinations of risks - multi-risk, as well as a cross-border dimension of risk.
AB  - Jedan od najozbiljnijih izazova savremenog društva jeste nedostatak svesti o prisustvu različitih opasnosti i mogućnostima uticaja na njih. U težnji ka stanju oslobođenom opasnosti svaka društvena zajednica preduzima razne mere i aktivnosti da proceni stepen svoje ugroženosti. Kao najsloženiji deo procene ugroženosti, procena rizika zahteva sistematičan pristup u identifikovanju i analizi opasnosti, zasnovan na primeni odgovarajućih kriterijuma za izračunavanje nivoa rizika prikazanih u ovom radu. Svaka metodologija za procenu rizika mora se prilagoditi kontekstu procene rizika. Iz tog razloga, metodologija za procenu rizika od elementarnih nepogoda i drugih nesreća predstavlja pokušaj da se uspostave osnovni zahtevi i kriterijumi za procenu rizika u sferi upravljanja u vanrednim situacijama. Zbog kompleksnosti i nepredvidivosti prirodnih i tehničko-tehnoloških opasnosti koje ugrožavaju ljude, materijalna dobra i životnu sredinu, metodologijom procene rizika je obuhvaćena i izrada mapa rizika, procena kombinacija rizika - multirizika, kao i prekogranična dimenzija rizika.

AB  - The concept of human security provides new content of security. By introducing a range of natural and social phenomena in the sphere of security concept leads to a more objective attitude towards this phenomenon. By shifting the focus from state security to the people, the concept does not negate the need for traditional security mechanisms, but notes that no state, and therefore no society can be safe if there are insecure individuals who live in them. The complexity of the term derives from the fact that the realization of the concept of human security depends on the process at all levels of social organization: from national, through international, transnational to global. Solving the problems of the modern man no longer depends only on local state institutions. It is necessary to establish a global system that would treat all people as equal citizens of the world. We are far away from complete acceptance of the concept of human security, but its promotion at the global level has already been a great success. Getting all social structures acquainted with the concept can contribute to creating an environment in which the political elite would some day start to work on its implementation in global terms. .
AB  - Koncept ljudske bezbednosti pojmu bezbednost daje novi sadržaj. Uvodeći čitav spektar prirodnih i društvenih pojava u sferu bezbednosti koncept vodi ka objektivnijem odnosu prema ovom fenomenu. Prebacivanjem fokusa bezbednosti sa države na ljude koncept ne negira potrebu za postojanjem klasičnih bezbednosnih mehanizama, ali skreće pažnju da jedna država, a samim tim ni društvo, ne mogu biti bezbedni ukoliko su nebezbedni pojedinci koji u njima žive. Kompleksnost pojma proističe iz činjenice da realizacija koncepta ljudske bezbednosti zavisi od procesa na svim nivoima društvene organizacije: od nacionalnih, preko međunarodnih, transnacionalnih, sve do globalnih. Rešavanje problema savremenog čoveka više ne zavisi samo od lokalnih državnih institucija. Neophodno je uspostavljanje globalnog sistema koji bi tretirao sve ljude kao ravnopravne građane sveta. Daleko smo od potpunog prihvatanja koncepta ljudske bezbednosti, ali veliki uspeh je i njegova promocija na globalnom nivou. Upoznavanje svih društvenih slojeva sa ovim konceptom može da doprinese stvaranju ambijenta u kome bi političke elite počele da rade na njegovoj primeni u globalnim okvirima.

AB  - Since the connection between security and environmental issues has became evident, accidents in military storages as a source of environmental threats require new trend in crisis management policy and approach. This chapter presents evidence of complex of interconnected military and environmental issues based on a large accident dataset from the explosion in the ammunition storage facility located in "Paracinske Utrine" at the Karadjordje hill. The accident examined complex situation preferable for risk assessment of storaging hazard materials and crisis management tools and methods that provide the basis for the application of methods, as well as extension new ideas for policy-making purposes. That is very important within the context of transportation and environmental issues of regional project Condor 10. Additionally, findings stress issues of unification and harmonisation national regulation with the European Union legislation.

AB  - The Draft of the National Security Strategy of the Republic of Serbia (2009) is the most important document that establishes the goals of the security policy and determines the means and methods of accomplishing the national security interests and goals. General guidelines for the preparation of this strategic document are brought in line with current security processes in the country and its neighborhood, and with the theoretical insights that interpret and explain them. .

AB  - The paper offers an example of fact analysis, performed to survey the structure, dynamics and possible prediction of developments regarding the observed security phenomenon - in this case, white-collar criminal acts in the territory of the Republic of Srpska in the 1996-2005 period. The observation period is interesting for analyzing because it includes the period of ending armed conflicts in the territory of Bosnia and Herzegovina (and the establishing of the Republic of Srpska as an entity), as well as years of reform processes and democratic changes in the state. The paper presents the results and conclusions referring to the influence of both internal (prosecution activities, police efficiency, penal policy, etc.) and external (state of economy, the country itself, that of neighboring countries, etc.) factors on the observed phenomenon.
AB  - U radu se prikazuje primer primene faktološke analize, radi sagledavanja strukture, dinamike i eventualne predikcije ponašanja odabrane bezbednosne pojave - krivičnih dela privrednog kriminala, u periodu od 1996. do 2005. godine, na području Republike Srpske. Navedeni period je interesantan za analizu jer obuhvata vreme od prestanka ratnih sukoba na teritoriji Bosne i Hercegovine (pravnog uspostavljanja Republike Srpske kao entiteta), kao i godine reformskih procesa i demokratskih promena u državi. U radu su predstavljeni rezultati i zaključci o uticaju unutrašnjih (rad organa gonjenja, efikasnost policije, kaznena politika i dr.) i spoljašnjih (stanje ekonomije, privrede, države, stanje u državama u okruženju, ponašanje samih građana i dr.) faktora na analiziranu pojavu.

AB  - Incre­asing number of crisis situations both in the world and in our country has forced states, societal entities, business community academic public to invent and establish suitable technical organizational and management approaches aiming towards continual crisis management. Theory and practice of societal security has been improved in other to explain, collect and apply these approaches. That has influenced standardization process in this field. Without intention to favor the notion of this phenomena regarding civil defense, societal self-protection or another cognitive and valuable correlatives, the article poi nets to differences in understanding societal security concepts including theoretical and practical precondition of standardization within some of the important field of security theory and practice in Republic of Serbia.
AB  - Zbog porasta kriznih situacija u svetu i kod nas, napori država, društvenih entiteta, poslovnih zajednica i stručne i akademske javnosti su usmereni ka iznalaženju i uspostavljanju tehničkih, organizacionih i upravljačkih pristupa sa ciljem kontinualnog upravljanja kriznim situacijama. Kao pokušaj da se oni objasne, objedine i primene, usavršava se teorija i praksa društvene (socijetalne) bezbednosti. To je dalo podstrek standardizaciji u ovoj oblasti. Bez namere da se ovaj fenomen pojmovno i kategorijalno favorizuje u odnosu na civilnu odbranu, društvenu samozaštitu i ostale kognitivne i vrednosne korelate, u radu se ukazuje na različitosti u tumačenju koncepta društvene bezbednosti i apostrofiraju teorijske i praktične pretpostavke standardizacije jednog značajnog područja bezbednosne teorije i prakse u Republici Srbiji.
