Crisis Communication of Local Authorities in Emergency Situations - Communicating "May Floods" in the Republic of Serbia

AB  - In May 2014 Serbia and the region of Southeast Europe were hit by the heaviest rain in 120 years of recorded weather measurements, which caused catastrophic floods and landslides. Nine cities and thirty one municipalities declared the state of emergency on their territory. The paper analyses crisis communications of city and municipal emergency management headquarters with different target groups, their relations with the media and the "high politics", as well as the "lessons learned" which may be applied to new emergency situations. We observed crisis communication on both operative (functionality of the equipment, issuing orders and instructions to citizens etc), and on symbolic level (the shaping of meaning of the event and of the subjects' actions). A particular attention was paid to the communication problems such as insufficiently trained communicators, inadequate equipment, limited time and excessive expectations, as well as to the analysis of the media reporting that was often politicized and sensationalist.

Towards a Resilient Critical Infrastructure System against the Risk of Terrorism

AB  - Terrorism is one of many sources of risk which may reduce the capacity of critical infrastructure organizations to deliver against their objectives. However, unlike more frequent and more predictable incidents like criminal offenses or natural hazards, terrorist acts are non-routine risks and therefore difficult to anticipate. Typically, non routine risks have low probability, that is, they occur rarely or in some instances have never occurred but have very high consequences for the organisation. The attack on CI can be particularly attractive for a terrorist organization or an individual due to its highly interdependent infrastructures and its often high symbolic value. Critical infrastructure resilience (CIR) is an integrating objective designed to foster system-level investment strategies. Three resilience capacities are used to define, quantify, and ultimately design for a better resilience of the particular system: (1) absorptive capacities, or the ability of the system to absorb the disruptive event; (2) adaptive capacities, or the ability to adapt to the event; and (3) restorative capacities, or the ability of the system to recover. Occasionally the magnitude of a crisis exceeds an organization's own ability to respond. At such times the intervention and assistance of external groups (including government, other businesses, and the public) can be decisive.

Communication of protection and rescue system in emergency situations caused by natural disasters

AB  - Even though communication is among the most important aspects of emergency management, crisis communication has been mainly viewed through the lenses of corporate sector, whilst public sector communication receives much less attention. The concept of crisis communication during emergency situations, in particular those caused by natural disasters, for some authors is not synonymous with the concepts of emergency communication and disaster communication. The main actors in the emergency situations belong to the public sector, be it at the national, regional or local level. During emergencies many communication problems may arise, in particular non-compliance with orders and the spread of rumours. In the Republic of Serbia, the Sector for Emergency Management of the Ministry of Interior is in charge of emergency management and communication in natural disasters. The role of the Sector was particularly salient during the disastrous floods in May 2014, when a state of emergency was declared on the territories of forty local self-government units (nine cities and thirty one municipality). In charge of communication with the local population, apart from the Sector HQ in Belgrade, were local emergency management headquarters, who had to combat the issues of non-compliance and rumours.
AB  - Iako je komunikacija jedan od najvažnijih aspekata upravljanja vanrednim situacijama, krizno komuniciranje je u literaturi uglavnom proučavano kroz primere iz korporativnog profitnog sektora, dok je komunikacionim aktivnostima javnog sektora posvećeno daleko manje pažnje. Sam termin kriznog komuniciranja u slučajevima vanrednih situacija, naročito onih uzrokovanih elementarnim nepogodama, za mnoge autore nepredstavlja sinonim sa 'komuniciranjem u vanrednim situacijama' (emergency communication) i 'komuniciranjem u katastrofama' (disaster communication). Glavni akteri u vanrednim situacijama su upravo subjekti koji pripadaju javnom sektoru, na nacionalnom, regionalnom ili lokalnom nivou. Tom prilikom mogu nastati brojni problemi u komuniciranju, među kojima su najistaknutiji odbijanje postupanja po naredbama i širenje glasina. Upravljanje i komuniciranje u vanrednim situacijama indukovanim elementarnim nepogodama u Republici Srbiji, u nadležnosti je, pre svega, Sektora za vanredne situacije MUP-a Srbije. Uloga Sektora je naročito bila istaknuta za vreme katastrofalnih majskih poplava 2014. godine. Vanredno stanje proglašeno je na teritoriji četrdeset jedinica lokalne samouprave (devet gradova i trideset i jednoj opštini). Osim 'centrale' Sektora u Beogradu, kao akteri komuniciranja bili su angažovani i lokalni štabovi za vanredne situacije, koji su morali da se bore sa problemima odbijanja postupanja po naredbama i glasinama.

Trust and credibility in notifying about risk

AB  - In the last twenty years the concept and dynamics of trust has come into focus of many social sciences. A concept of trust is widely identified as important to social interactions; however, it is rarely well defined or characterized. The notion of trust is playing an important role especially within the context of postmodern society, risk society. Making recourse to third-party expertise and knowledge is required whenever a context requires action, but one's own experience and individual knowledge is inadequate. If one's own knowledge no longer suffices, the very act of trusting in some external authority becomes a functional necessity. In the field of risk research there is now general agreement that trust in risk management institutions may be an important factor in perception and acceptance of risks. Furthermore, trust is seen as the key to successful risk communication, while distrust may be associated with stigmatization of technologies, such as nuclear power, as well as social amplification effects following major failures of risk regulation. While the transition from trust to distrust is often rather abrupt and is reflected in a crisis of confidence, the reverse, the regaining of trust, appears to be a slow and gradual process.
AB  - U poslednjih dvadeset godina, pojam i dinamika poverenja se nalaze u žiži interesovanja društvenih nauka. Mada je pojam poverenja uopšteno percipiran kao značajan za društvene interakcije, on je, ipak, retko valjano definisan ili objašnjen. Ideja poverenja igra važnu ulogu u kontekstu postmodernog društva - društva rizika. Korišćenje znanja i veštine treće strane je neophodno kad god kontekst zahteva akciju, a posedovano znanje i veština nisu dovoljni. Ako nečije lično znanje nije dovoljno, sam čin poverenja u neki spoljašnji autoritet postaje funkcionalna nužnost. U oblasti proučavanja rizika, danas postoji opšta saglasnost o tome da poverenje u institucije upravljanja rizikom može biti značajan činilac u percipiranju i prihvatanju rizika. Štaviše, poverenje se smatra ključem uspešne komunikacije rizika, dok nepoverenje može biti povezano sa stigmatizacijom tehnologije, kao što je, na primer, nuklearna energija, kao i efektom socijalne amplifikacije nakon krupnijih grešaka u upravljanju rizicima. Dok je prelazak s poverenja u nepoverenje često nagao i trenutan, a očitava se u krizi kredibiliteta, obratni čin, to jest, ponovno uspostavljanje poverenja je spor i postepen proces.
