Sekuritizacija zdravlja - da li je javno zdravlje pitanje nacionalne bezbednosti u Republici Srbiji?

AB  - This paper will discuss the issue of health (infectious diseases, HIV/AIDS, bioterrorism) from the standpoint of national and international security, as well as from the standpoint of contemporary security threats. The main purpose of this paper is to show why it is important to view the health through the lens of security, as well as to show how health security has been treated in the national security strategies of individual countries. On the other hand, this paper will analyze the state of public health in the Republic of Serbia, which is significantly degraded after the events that marked the last decade of the 20th century, and indicate that much more effort must be undertaken towards the securitization of public health, and institutional observation of public health through the lens of security. Otherwise, in the future, Serbia may face a serious deficiency of capacities for the prevention, suppression and rehabilitation pandemic and other health threats, and the consequences that these threats can have on the national security.
AB  - Rad razmatra pitanje zdravlja (zaraznih bolesti, HIV/AIDS, bioterorizma) sa stanovišta nacionalne i međunarodne bezbednosti, kao i sa stanovišta savremenih pretnji bezbednosti. Autorka pokušava da utvrdi zašto je značajno sagledati zdravlje kroz prizmu bezbednosti i kako su pojedine zemlje ovo pitanje regulisale strateškim dokumentima iz oblasti bezbednosti. Ujedno, autorka analizira stanje javnog zdravlja u Republici Srbiji koje je znatno degradirano nakon događaja koji su obeležili poslednju deceniju XX veka i ukazuje da se mnogo više napora mora preduzeti u pravcu sekuritizacije zdravlja, i institucionalnog posmatranja javnog zdravlja kroz prizmu bezbednosti. U suprotnom, autorka zaključuje, Srbija se u budućnosti može suočiti sa ozbiljnim nedostatkom kapaciteta za prevenciju, suzbijanje i sanaciju pandemija i drugih zdravstvenih pretnji i posledica koje ove pretnje mogu ostaviti po nacionalnu bezbednost države.

Public Health in Serbia through the Lens of Security: A Review Article

AB  - Background: In recent years, the concept of health security has received an international dimension. However, despite evident links between health and security the concept of health security is not used in either academic or political discourse in Serbia. It comes as no surprise then that even though the issue of security challenges is present in Serbian legislation, it has not been incorporated into the National Security Strategy, by which health threats would be recognized as one of contemporary security priorities. Methods: The method applied is descriptive and analytical, in keeping with social studies research methodology and the aims of this study. Results: The 20th and the 21st century in Serbia have both been marked by events indicating a clear link between health and security. The most telling example of this connection is the events of the 1990s, namely civil wars, sanctions and the NATO bombing. The results of our research show that poor health conditions, an increasing number of reemerging diseases and pandemics of new diseases can have serious implications for the functioning of the state and devastating consequences for its population. What is most at risk are people's lives, capability for work, the entire economy and the capacities of the army and overall national security. Conclusion: The results of this study indicate an inextricable link between health and security and the necessity of viewing health through the lens of health security and incorporating it as such into the National Security Strategy.

Toward gender and LGBT equality in the Serbian armed forces

AB  - This article focuses on gender equality in the Serbian Armed Forces (SAF), discussing both gender equality and sexual orientation equality (LGBT equality). Based on the examination of researches and other data, this article concludes that despite the positive shifts granting women the right to military education and professional military service, women continue to be a minority in the SAF. The article further concludes that while there is no official discriminatory policy as regards the admission of members of the LGBT population to the armed forces in Serbia, the few researches into this issue have revealed deeply ingrained views according to which the presence of homosexuals in the armed forces compromises cohesion and leads to unit conflict and division. Finally, the article concludes that a social context ruled by stereotypes and negative attitudes is not conducive to creating conditions for equal opportunity for all, regardless of sex, sexual orientation or gender identity, and that it will take a time before complete equality and diversity are attained in the SAF.

Implementation of the Gender Perspective in the Undergraduate Curriculum of the Faculty of Security Studies

AB  - In 2010 the Republic of Serbia adopted the National Action Plan (NAP) for the implementation of the United Nations Security Council Resolution 1325 "Women, Peace and Security", which stipulates that on the basis of gender equality UN member states should build and adapt mechanisms for conflict resolution and inclusion of women in all levels of decision-making. An important role in the activities undertaken to achieve the goals defined by the National Action Plan is assigned to the ministry in charge of education (currently the Ministry of Education, Science and Technological Development). These activities include raising awareness of potential conflicts, launching educational programs about gender aspects of conflicts, and introducing the subject matter of gender equality and gender-based violence at all levels of education and specialization in the security sector. Given that the Faculty of Security Studies of the University of Belgrade trains its students to perform a wide range of jobs in the security sector, the introduction of said subject matter at this higher education institution has special importance. In order to determine the extent to which this subject matter is currently being taught at the Faculty of Security Studies and at the same time to work toward the NAP goals, we have conducted a pilot study which included an analysis of the undergraduate forms of teaching such as seminars and workshops. It is our belief that educating male and female students to perform jobs in the security and defense systems and better participate in civil society requires that this subject matter be incorporated into the existing undergraduate curriculum at this higher education institution and that the Ministry of Education, Science and Technological Development of the Republic of Serbia assume a more active role in attaining the goals of the National Action Plan and achieving gender equality as an imperative of democratic societies curriculum and course syllabuses as well as the opinions of first- and second-year male and female students on gender equality. Having analyzed the syllabuses of undergraduate courses, we have established that the issues of gender equality, gender-sensitive address forms, gender-based violence, and the role and position of women in the security and defense systems, are underrepresented in course syllabuses, teaching units and primary literature. Furthermore, the opinion poll of the first- and second-year male and female undergraduate students on gender equality, conducted in June 2015 at the Faculty, led us to the conclusion that despite the students' awareness of this subject matter, certain gender-based stereotypes nonetheless exist. Also, the majority of respondents recognized the need for incorporating this subject matter into the curriculum and for organizing informal.

Guardians of stereotypes about the woman as a limiting factor of group efficiency

AB  - Traditional views of the woman's position in the society and the stereotype of her inferiority (primarily physical) as compared to the man led to the creation of the stereotype of inferiority of mixed groups as compared to groups made up entirely of men. The results of survey conducted on a sample of members of the Serbian Armed Forces and the Ministry of Defense of the Republic of Serbia have revealed that there are more 'guardians' of the above stereotype among men than among women; more among younger than among older people; more among those with lower educational level than among the highly educated; more among professional soldiers, NCOs and officers than among civilians; and more among members of the Serbian Armed Forces than among the employees of the Ministry of Defense. The range of the examinees' characteristics that, according to this survey, do not correlate with their assessment of the effectiveness of mixed groups includes: war experience (participation in armed conflicts in the former Yugoslavia), marital status, and the number of family members.
AB  - Tradicionalno shvatanje položaja žene u društvu i stereotip o njenoj inferiornosti (pre svega fizičke) u odnosu na muškarca uslovilo je stvaranje stereotipa o inferiornosti mešovitih grupa u odnosu na grupe sastavljene isključivo od muškaraca. Rezultati istraživanja koje je izvršeno na uzorku pripadnika Vojske i Ministarstva odbrane Republike Srbije pokazuju da 'čuvara' navedenog stereotipa ima više među muškarcima nego među ženama; više među mlađima nego među starijima; više među osobama nižeg obrazovnog nivoa nego među visokoobrazovanim; više među profesionalnim vojnicima, podoficirima i oficirima nego među civilnim licima; više među pripadnicima Vojske nego među zaposlenima u Ministarstvu odbrane. U grupi obeležja ispitanika koja, prema ovom istraživanju, nisu u korelaciji sa njihovom procenom efikasnosti mešovitih grupa našli su se: ratno iskustvo (učešće u oružanim sukobima na prostoru bivše Jugoslavije), bračni status i brojnost porodice.

AB  - Due to the specific resources, available to all armies of the world within their stipulated missions, such armies play an important role in the fight against biological threats, especially the potentially most dangerous, bioterrorism. The real threat of misuse of biological agents and the possible consequences of asymmetric threats to public health, society, agriculture, economy and political stability has clearly been recognized in recent years. The Republic of Serbia is committed to giving its contribution to the global fight against this danger, given the experience it has in the care and treatment of infectious diseases, primarily of a zoonotic character that are present in our geographic area, as well as the response to crisis situations which create favorable conditions for the spread of infectious diseases. The Serbian Armed Forces and its capacities in the field of chemical, biological, radiological and nuclear services, and its medical and veterinary services which have a long tradition and experience is ready to actively participate in the implementation of the measures of prevention and response in the case of biological threats contributing to the civilian community, medical services, and society as a whole in order to protect the life and health of the population.
AB  - Usled posebnih izvora dostupnih svim armijama sveta u okviru ostvarenja svojih strateških zadataka, one igraju značajnu ulogu u borbi protiv bioloških pretnji, naročito onih potencijalno najopasnijih―bioterorizma. Danas postoji stvarna pretnja zloupotrebe bioloških agenasa čije bi posledice predstavljale asimetričnu pretnju javnom zdravlju, društvu, poljoprivredi, ekonomiji i političkoj stabilnosti, i ona je jasno prepoznata tokom nekoliko prethodnih godina. Republika Srbija je opredeljena da da svoj doprinos globalnoj borbi protiv ove opasnosti polazeći od iskustva koje ima u prevenciji i tretmanu zaraznih bolesti, prvenstveno onih sa životinjskim poreklom prisutnih u našoj geografskoj oblasti. Ona ima spreman odgovor i u kriznim situacijama koje stvaraju pogodne uslove za širenje zaraznih bolesti. Oružane snage Srbije sa svojim kapacitetima u hemijskoj, biološkoj, radiološkoj i nuklearnoj oblasti, kao i dugogodišnjom tradicijom i iskustvom u pružanju medicinskih i veterinarskih usluga, spremne su aktivno da doprinesu primeni mera prevencije i odgovora u slučaju bioloških pretnji, pomažući civilnoj zajednici, medicinskim službama i društvu u celini, sa ciljem zaštite života i zdravlja stanovništva.

AB  - In recent years, the concept of health security has acquired an international dimension. Global health issues incurred as a result of modern conflict, globalization, increased mobility of people, climate change, bioterrorism and emerging infectious diseases pose threats not only to national, but to global security, as well. The potential dangers of epidemics, particularly pandemics, are considered to be threats to national security and as such they have found their place in the national documents and strategies of national security. After the UN Security Council passed the first ever resolution on a health issue in 2000 - Resolution 1308, which recognized the potential of an epidemic to pose a risk to stability and security and declared 'peaceful war against AIDS' - as well as after a SARS outbreak in 2003, a H1N1 pandemic in 2009 and an Ebola outbreak in 2014, which the UN Security Council Resolution 2177 marked as a 'threat to international peace and security', more attention has been given to the concept of global health security. In this paper, we will discuss why health issues are considered to be security issues, and present how health security has been treated in the national security strategies of individual countries, but also in global health security initiatives.

AB  - This paper presents the articulation of the concept of military culture based on specific contextual factors that contribute to the internal dynamics and interrelations of society and the armed forces. This time, these factors pertain to the value system that forms the basis of national culture, professional ethos, and other elements of military ceremony and rules of conduct that affect group cohesion and a sense of community. In addition, the paper presents theories of civil-military relations that have been used to interpret and analyse some characteristics of military culture.
AB  - Artikulacija koncepta vojne kulture predstaviće se na osnovu određenih kontekstualnih faktora koji doprinose unutrašnjoj dinamici i međuodnosima društva i oružanih snaga. Ti faktori se ovaj put odnose na sistem vrednosti na kojima je utemeljena nacionalna kultura, profesionalni etos i druge elemente vojne ceremonije i pravila ponašanja koji utiču na grupnu koheziju i osećaj zajedništva. Takođe, u ovom radu će se predstaviti teorije civilno-vojnih odnosa koje su u svojim razmatranjima interpretirale i analizirale neka obeležja vojne kulture.

AB  - This article focuses on the democratization of civil-military relations and the implementation of democratic control of the armed forces in the Republic of Serbia. By analyzing the basic parameters of democratic civil-military relations, we attempt to evaluate whether civil-military relations in the Republic of Serbia can be classified into a type of relations that occur in consolidated democracies. Based on an examination of legal documents and other data, this article concludes that democratic changes since October 2000 have greatly influenced the course of relations between military and political elites and that civil-military relation in Serbia meet most of the defined parameters. However, due to the difficulties in the implementation of this control in practice, civil-military relations in Serbia can only partially be classified as a type of relations that occur in consolidated democracies.

AB  - Један од многобројних проблема са којима су се суочиле земље у транзицији јесте и проблем реформе сектора безбедности и успостављање система демократске и цивилне контроле над овим сектором. Кључну улогу у оквиру демократске и цивиле контроле требало би да игра парламент, односно главни елемент у овом процесу јесте одговорност сектора безбедности парламенту. У остваривању контролне функције парламент има на располагању многобројне инструменте, као што су: интерпелације и предлог за изгласавање неповерења влади, посланичка питања, парламентарне истраге, рад сталних парламентарних одбора, јавна слушања, буџетску контролу, као и посебне механизме контроле, при чему се пре свега мисли на рад независних државних тела. Успешност остваривања парламентарне контроле зависи од три фактора: законских овлашћења; способности вршења контроле; и постојања критичког става чланова парламента за позивање владе на одговорност. Проблематика реформе сектора безбедности у Републици Србији постала је актуелна након октобарских промена 2000. године. Уставним и законским оквиром дефинисано је да се сектор безбедности у Републици Србији налази под демократском и цивилном контролом. Када говоримо о улози Народне скупштине у демократској и цивилној контроли, односно о парламентарној контроли сектора безбедности, морамо истаћи да се она остварује усвајањем одговарајућег правног оквира, али поред законодавне активности постоје и други инструменти парламентарне и ванпарламентарне контроле. Међутим, у оквиру Народне скупштине Републике Србије најзначајнију улогу у демократској и цивилној контроли сектора безбедности игра парламентарни Одбор за одбрану и безбедност. С обзиром на то да у домаћој научној и стручној литератури проблем парламентарне контроле сектора безбедности није обрађиван и истраживан у довољној мери и на кохерентан начин, научни циљ овог рада био је научна дескрипција (описивање) и научна експланација (објашњење) сектора безбедности, реформе сектора безбедности и парламентарне контроле уопште, и посебно сектора безбедности, реформе сектора безбедности и остварености парламентарне контроле у Републици Србији. II Имајући у виду комплексност проблема истраживања био је неопходан мултиметодски приступ и комплементарна анализа доступних извора података. У првом и обимнијем делу рада примењене су методе прегледа, пре свега, иностране научне и стручне литературе у циљу појмовног одређења сектора безбедности, прилагођавања сектора безбедности новонасталим околностима (реформа сектора безбедности), демократске и цивилне контроле и посебно парламентарне контроле, а потом и прегледа домаће литературе и нормативноправне регулативе у циљу дефинисања сектора безбедности у Републици Србији, реформе сектора безбедности и улоге Народне скупштине у остваривању контроле над овим сектором. Други део рада јесте истраживачки и у њему су примењени анкетни упитник и експертски интервју. Циљ овог дела рада био је да се резултатима истраживања укаже на право стање у области парламентарне контроле сектора безбедности у Републици Србији, односно на степен остварености парламентарне контроле, и да се на основу тога дефинишу препоруке за њен даљи развој. Истраживање је спроведено у Народној скупштини Републике Србије у периоду од децембра 2010. године до августа 2011. године. Анкетни упитник био је намењен за све чланове парламента, док су интервјуи обављени са члановима Одбора за одбрану и безбедност Народне скупштине, Одбора за финансије Народне скупштине, Одбора за равноправност полова Народне скупштине, Одељења за информативно-истраживачке послове Народне скупштине, независним државним органима, као и одговорним лицима из Министарства одбране и служби безбедности. Поред наведених истраживачких инструмената (упитник и интервју), у истраживачком делу је примењен и метод анализе садржаја, пре свега за анализу посланичких питања, анализу седница Одбора за одбрану и безбедност Народне скупштине, анализу информатора о раду државних органа, као и на анализу извештаја независних државних органа. Резултати истраживања указали су на то да уставно и законски дефинисана улога Народне скупштине и инструменти којима она располаже у погледу контроле сектора безбедности јесту потребан, али не и довољан услов да би парламентарна контрола била ефикасна и функционисала у пракси. Већина анкетираних посланика сматра да парламентарна контрола над сектором безбедности, нарочито службама безбедности, заправо и није остварена. Посланици су, такође, негативно вредновали III значај улоге независних државних органа у остваривању контроле сектора безбедности, као и улогу цивилног друштва у процесу контроле сектора безбедности. Као основни проблеми у остваривању парламентарне контроле идентификовани су недостатак политичке воље, недовољна стручност и ресурси. Отежавајућу околност за процес спровођења контроле представља и чињеница да у нашој земљи није законски уређен приватни безбедносни сектор, а самим тим ни могућност његове контроле. Најзначајнији проблеми уочени су у раду релевантног парламентарног одбора за контролу сектора безбедности. Целокупна активност Одбора, без обзира на јасно дефинисану надлежност, до сада се сводила само на усвајање извештаја и начелно разматрање предлога закона. Едукација и непостојање критеријума за избор чланова Одбора, као и недостатак политичке воље, методологије и Плана рада, истакнути су као проблеми у функционисању Одбора На основу резултата истраживања можемо закључити да нису задовољени основни критеријуми за остваривање контроле и да је парламентарна контрола сектора безбедности у Републици Србији нормативно и институционално устројена, али да у функционалном смислу није остварила ниво демократске праксе. На практичном нивоу, резултати истраживања могу допринети бољем разумевању ове проблематике и изналажењу могућности и адекватних решења за успостављање ефикасног модела парламентарне контроле сектора безбедности у Републици Србији, уважавајући посебности наше земље али и међународне норме и стандарде који су у функцији демократизације друштва у целини.

abstract = "Један од многобројних проблема са којима су се суочиле земље у транзицији јесте и проблем реформе сектора безбедности и успостављање система демократске и цивилне контроле над овим сектором. Кључну улогу у оквиру демократске и цивиле контроле требало би да игра парламент, односно главни елемент у овом процесу јесте одговорност сектора безбедности парламенту. У остваривању контролне функције парламент има на располагању многобројне инструменте, као што су: интерпелације и предлог за изгласавање неповерења влади, посланичка питања, парламентарне истраге, рад сталних парламентарних одбора, јавна слушања, буџетску контролу, као и посебне механизме контроле, при чему се пре свега мисли на рад независних државних тела. Успешност остваривања парламентарне контроле зависи од три фактора: законских овлашћења; способности вршења контроле; и постојања критичког става чланова парламента за позивање владе на одговорност. Проблематика реформе сектора безбедности у Републици Србији постала је актуелна након октобарских промена 2000. године. Уставним и законским оквиром дефинисано је да се сектор безбедности у Републици Србији налази под демократском и цивилном контролом. Када говоримо о улози Народне скупштине у демократској и цивилној контроли, односно о парламентарној контроли сектора безбедности, морамо истаћи да се она остварује усвајањем одговарајућег правног оквира, али поред законодавне активности постоје и други инструменти парламентарне и ванпарламентарне контроле. Међутим, у оквиру Народне скупштине Републике Србије најзначајнију улогу у демократској и цивилној контроли сектора безбедности игра парламентарни Одбор за одбрану и безбедност. AB  - Posthladnoratovsko okruženje obeleženo je novim, asimetričnim izazovima i pretnjama bezbednosti i sve većom otvorenošću granica, u kojem se neraskidivo povezuju unutrašnji i spoljni aspekti bezbednosti. Novo okruženje uslovilo je i sve veći broj misija u kojima učestvuju kako vojni, tako i civilni akteri. Kako bi se utvrdilo da li u novom strategijskom okruženju postoji trend brisanja granica između odbrane i bezbednosti, Evropska komisija je uradila studiju pod nazivom 'Studija o posledicama brisanja jasnih granica između odbrane i bezbednosti na industriju u Evropi', kojom su definisane četiri kategorije vojnih i bezbednosnih misija: 'High-end' odbrambene misije; 'posthladnoratovske' odbrambene misije, 'High-end' bezbednosne i 'Low-end' bezbednosne misije. Studijom je utvrđeno da izvesno brisanje jasnih granica između odbrane i bezbednosti postoji, pre svega na funkcionalnom nivou, dok na operacionalnom nivou (na terenu) brisanja granica nema ili su jako ograničena.

AB  - The term 'small arms and light weapons' (SALW) refers to conventional weapons that are relatively cheap and easily available, simple to use and maintain. These weapons are a widely spread threat to the security of states, communities and individuals. These are main weapons used in most of conflicts and armed insurgencies. The control of trade in SALW is one of the ways to stop the illegal spreading of these weapons, which may also contribute to precluding the armed conflicts. The paper gives a short overview of international initiatives concerning the illegal trade and transfer of SALW.
AB  - Termin malokalibarsko i lako oružje (SALW) odnosi se na konvencionalno oružje koje je relativno jeftino i lako dostupno, jednostavno za upotrebu i održavanje. Ono predstavlja široko rasprostranjenu pretnju za bezbednost država, zajednica i pojedinaca. To je osnovno oružje koje se koristi u većini sukoba i oružanog nasilja. Kontrola trgovine SALW je jedan od načina da se zaustavi nelegalno širenje ovog oružja, čime se može uticati i na suzbijanje oružanih sukoba. U radu je ukratko dat pregled međunarodnih inicijativa u pogledu kontrole nelegalne trgovine i prenosa SALW.

AB  - Corruption is a complex social, political and economic phenomenon, affecting the society on the whole. It undermines democratic institutions, decelerates the economic development, and contributes to the destabilization of the society. All spheres of the society may be affected by corruption, and numerous studies have showed that the defense and security sector is among the sectors which are the most susceptible to corruption. Fight against corruption is a true necessity of any democratic society and it is, at the same time, a prerequisite of reform changes, and building of transparent and accountable institutions. That is why the fight against corruption and the integrity building in the defense sector have found their place within NATO and partner countries. For these reasons, NATO partnership program has been developed, aiming to find optimal models of building the integrity and defense institutions, with reducing the corruption to minimum, and of maintaining or increasing the efficiency and the effectiveness of collective security.
AB  - Korupcija predstavlja složen socijalni, politički i ekonomski fenomen, koji utiče na društvo u celini. Ona podriva demokratske institucije, usporava ekonomski razvoj i doprinosi destabilizaciji društva. Korupcijom mogu biti pogođene sve sfere društva, a brojna istraživanja su pokazala da sektor odbrane i bezbednosti spada među sektore koji su najpodložniji korupciji. Borba protiv korupcije predstavlja stvarnu potrebu svakog demokratskog društva i, ujedno, preduslov je za reformske promene, izgradnju transparentnih i odgovornih institucija. Stoga su borba protiv korupcije i izgradnja integriteta u sektoru odbrane našli svoje mesto u okviru NATO i partnerskih zemalja. Iz tih razloga razvijen je i NATO partnerski program koji ima za cilj da pronađe optimalne modele izgradnje integriteta i odbrambenih institucija uz minimalizaciju korupcije, i očuvanje ili povećanje efikasnosti i efektivnosti kolektivne bezbednosti.

Theoretical postulations of civilian-military relations

AB  - Although the research of civilian-military relations and the democratic control of the military can proceed from Plato's Republic written almost two thousand and five hundred years ago, and from the famous dilemma 'who guards the guards' and Juvenal's question sed quis custoditet ispos custodes - the first theoretical fundamentals for their study were set during the period of the Cold War. Namely, the starting points of studying the contemporary civilian-military relations are considered to be two works: Samuel Huntington's Soldier and State (1957) and Morris Janovitz's Professional Soldier (1960). The afore mentioned volumes are considered as classical theories of civilian-military relations. Apart from the classical theories of civilian-military relations, one can discuss today also many so-called post Cold War theories of civilian-military relations.
AB  - Iako u istraživanju civilno-vojnih odnosa i demokratske kontrole vojske može da se pođe od Platonove Republike napisane pre gotovo dve i po hiljade godina, i čuvene dileme 'ko čuva čuvare' i Juvenalovog pitanja sed quis custoditet ispos custodes - prve teoretske osnove za njihovo izučavanje date su u periodu Hladnog rata. Naime, kao polazne osnove u izučavanju savremenih civilno-vojnih odnosa uzimaju se dva dela: Vojnik i država Semjuela Hantingtona (1957) i Profesionalni vojnik Morisa Janovica (1960). Pomenuti radovi smatraju se klasičnim teorijama civilno-vojnih odnosa. Pored klasičnih teorija o civilno-vojnim odnosima da- nas može da se govori i o mnogobrojnim tzv. posthladnoratovskim teorijama civilno-vojnih odnosa.
