The role of social media in the emergency management

AB  - The information-technological revolution has brought new forms of connections and communication among people. The development of new technologies has led, among other things, to the development of applications, commonly known as social media, which allow people to interact and exchange information in a way impossible twenty or thirty years ago. Bearing in mind the key characteristic of social media - the possibility of two-way communication among a large number of people, the significant role of social media in emergencies is more than evident. In academic literature on social media and emergencies, there is a large number of case studies that examine this relation over the past few years. As the analysis of the existing literature has shown, Twitter is the most dominant social network analysed individually within the context of crisis communication in emergencies. The research has also shown that out of 46 European countries, it has been determined that in 30 countries the institutions in charge of emergencies have accounts on Twitter and Facebook, 18 are present on YouTube and 8 on Instagram. In addition, some research also pointed to the trends in the growing use of social media in emergency management, as well as increased perceptions of the population about such trends. Based on the literature review of the most relevant works, the aim of the paper is to summarize the main findings on the ways in which social media are used in the emergency management by the relevant organizations as well as to present the benefits of using social media within the context of emergencies.
AB  - Informaciono-tehnološka revolucija je rezultirala novim oblicima povezivanja i komunikacije među ljudima. Razvoj novih tehnologija doveo je, između ostalog, i do razvoja aplikacija poznatijih kao društvene mreže (engl. social media), koje ljudima omogućavaju interakciju i razmenu informacija na način koji nije bio moguć pre 20 ili 30 godina. Uzimajući u obzir ključnu karakteristiku društvenih mreža - mogućnost dvosmerne komunikacije između velikog broja ljudi, evidentna je značajna uloga društvenih mreža u uslovima vanrednih situacija. U akademskoj literaturi koja tematizuje vezu između društvenih mreža i vanrednih situacija postoji veliki broj studija slučaja u poslednjih nekoliko godina koje ispituju njihov odnos. Kako je analiza postojeće literature pokazala, Tviter je najdominantnija društvena mreža pojedinačno analizirana u kontekstu kriznog komuniciranja u uslovima vanrednih situacija. Takođe, od ukupno 46 evropskih zemalja, utvrđeno je da u 30 zemalja institucije nadležne za vanredne situacije imaju zvanične naloge na Fejsbuku i Tviteru, u 18 zemalja te institucije se predstavljaju na Jutjubu, a u osam na Instagramu. Osim toga, pojedina istraživanja su ukazala i na tendenciju rasta upotrebe društvenih mreža u menadžmentu vanrednih situacija, kao i na povećanu percepciju stanovništva o takvim kretanjima. Temeljeći se na pregledu literature relevantnih radova, cilj rada je sumiranje najvažnijih nalaza o načinima na koje organizacije nadležne za vanredne situacije koriste društvene mreže u upravljanju vanrednim situacijama, kao i prezentovanje koristi od upotrebe društvenih mreža u kontekstu vanrednih situacija.

Public Risk Perspectives Regarding the Threat of Terrorism in Belgrade: Implications for Risk Management Decision-Making for Individuals, Communities and Public Authorities

AB  - The aim of this paper is to assess the risk of terrorist attacks as perceived by individuals, the local community as a whole, and municipal public safety officials in Belgrade, the capital of the Republic of Serbia. The structured questionnaire about perceived risk of terrorist attacks and preparedness was developed using close-ended, multiple choice questions and questionnaire items featuring 5-point Likert response options. Data were collected between June and September 2017 by a telephone survey using a random digit dialing procedure; 485 adult Serbian residents participated in the research voluntarily. Study participants exhibited low levels of perception vis-a-vis the future likelihood of terrorist attacks occurring in their communities, and only a moderate knowledge of counter-terrorism activities currently being undertaken by public safety authorities. Other responses to our questionnaire indicated statistically significant differences in perception of the risks of terrorism threats in Belgrade with respect to demographic variables such as age, gender, employment and past exposure to major emergencies. We encourage emergency management agencies in Serbia to use the differences in public perception of risks identified in our study to develop enhanced counter-terrorism preparedness measures through the promotion of behavioural change. Such action goes hand-in-hand with the adoption of improved risk management decision-making procedures. Furthermore, to improve risk management decision-making we need to anticipate virtually all possible scenarios because terrorism is now a clear and present danger to the safety of the citizens of Serbia. All cities and towns in Serbia need to have up-to-date disaster plans that are tailored to specific scenarios and locations as opposed to only preconceived generalized plans.

Security Studies in Serbian Higher Education System

AB  - Academic programs of security studies in former Yugoslavia were organized within the Faculty of People’s Defence in Belgrade and Faculty of Security in Skopje, as well as at colleges of professional police studies in Belgrade, Zagreb, and Ljubljana, all of them stateowned and aimed at schooling professionals in the national security sector. Following the Yugoslav dissolution, Western Balkan countries have continued development of their own higher education system synchronized with their European integration orientations. The cornerstones of European Union accession process in the area of higher education are mechanisms based on the Bologna Declaration, later institutionalized through the European Higher Education Area, which all the Western Balkan countries adopted and modified their higher education systems accordingly. The appearance of private higher education institutions was one of the first steps in the overall national reforms of these systems, where the Republic of Serbia is amongst regional countries with the biggest number of private universities, faculties, and colleges, especially in the social sciences and humanities. At the same time, the national security sectors went through the process of decentralization and privatization. These external and internal factors, combined with the global rise of importance of securityrelated phenomena, especially after the 9/11 events, brought the security studies in these countries in focus of interest of the existing and rising higher education institutions. Conflict heritage, the existing local security threats like extremism and terrorism, and a vast number of experienced national security officers with university titles, led to the appearance of various academic programs on terrorism, national security, national defence, and private security studies both on the existing state-owned and private universities and faculties. At the moment, the Republic of Serbia offers several dozens of higher education programs in security, on all the existing study cycles, within three different types of studies, and both for academic and professional levels. The paper will provide an overview of the existing higher education programs in the field of security and analyze the main discourses, directions and possible perspectives.

Crime control industry in transition countries

AB  - Crime has existed, survived and increased the number of its forms and, apart from government bodies, caused non-government bodies, or economic entities, to become involved in criminal issues, their control or neutralization. Various fields of private entrepreneurship recognized the opportunity to evolve their business operations in the field of crime and generate profit. The aim of this study is to discover whether this phenomenon is a factor in the creation or collapse of overall security in transition countries. We will focus our data and observation on The Republic of Serbia, as former Yugoslav Republic and state which is still in transition process. Serbia has been facing the challenges of great financial crisis, low living standards and budget deficit in the past years. The analysis of the number and types of private companies operating in the field of security and protection should show a prospect for further development of private anticrime business and market, as well as whether this field of business operations has a potential to improve overall economic situation and employment levels in our country or whether it might be one of the causes behind the creation of so-called “grey economy.”

AB  - In a sample taken of 1,000 managers working in Serbian companies we studied the effects of company flexibility and reactivity relating to how effective their crisis management is by presenting them with a hypothetical crisis situation. The results suggest that the more reactive and flexible a company, the more efficient and effective their crisis management is.

Crisis Communication of Local Authorities in Emergency Situations - Communicating "May Floods" in the Republic of Serbia

AB  - In May 2014 Serbia and the region of Southeast Europe were hit by the heaviest rain in 120 years of recorded weather measurements, which caused catastrophic floods and landslides. Nine cities and thirty one municipalities declared the state of emergency on their territory. The paper analyses crisis communications of city and municipal emergency management headquarters with different target groups, their relations with the media and the "high politics", as well as the "lessons learned" which may be applied to new emergency situations. We observed crisis communication on both operative (functionality of the equipment, issuing orders and instructions to citizens etc), and on symbolic level (the shaping of meaning of the event and of the subjects' actions). A particular attention was paid to the communication problems such as insufficiently trained communicators, inadequate equipment, limited time and excessive expectations, as well as to the analysis of the media reporting that was often politicized and sensationalist.

abstract = "In May 2014 Serbia and the region of Southeast Europe were hit by the heaviest rain in 120 years of recorded weather measurements, which caused catastrophic floods and landslides. Nine cities and thirty one municipalities declared the state of emergency on their territory. The paper analyses crisis communications of city and municipal emergency management headquarters with different target groups, their relations with the media and the "high politics", as well as the "lessons learned" which may be applied to new emergency situations. We observed crisis communication on both operative (functionality of the equipment, issuing orders and instructions to citizens etc), and on symbolic level (the shaping of meaning of the event and of the subjects' actions). A particular attention was paid to the communication problems such as insufficiently trained communicators, inadequate equipment, limited time and excessive expectations, as well as to the analysis of the media reporting that was often politicized and sensationalist.",

Municipal police in the republic of Serbia

AB  - Purpose: Municipal police is a rather new institution in Serbia, introduced only in 2010. This paper brings the firsthand experience of its function and operations in Serbian towns. Methods: Analysis is based on secondary sources, literature review and online survey conducted with representatives of Municipal police in several Serbian towns. Findings: The five-year activity of municipal police has had a positive effect on reducing the number of offenses against public order, as well as certain types of crimes committed in public places. When it comes to the number of reports submitted by the municipal police for committed criminal offenses, this number is not large but it certainly represents an important contribution to detecting of these acts and their perpetrators. The positive side of municipal police work is that its members relatively rarely resort to the use of force. Certain cases of political (mis)use of municipal police as well as overstepping the authorities and inadequate interventions towards vulnerable groups which draw a lot of media attention, have very bad influence to the perception and public stands on this service. This is a particularly difficult in Serbian context in which this institution exists in the field of interests and conflicts among political parties, which additional hinders its professionalization and legitimization. Research limitations: There are only few secondary sources about municipal police. Less than one third of respondents answered the questionnaire, and some of them gave socially desirable answers. Results of the research should be complemented with comprehensive survey of public opinion on Municipal police. Originality: So far there are no analyses of Municipal police in Serbia, so this paper presents initial findings regarding this issue.

Communication of protection and rescue system in emergency situations caused by natural disasters

AB  - Even though communication is among the most important aspects of emergency management, crisis communication has been mainly viewed through the lenses of corporate sector, whilst public sector communication receives much less attention. The concept of crisis communication during emergency situations, in particular those caused by natural disasters, for some authors is not synonymous with the concepts of emergency communication and disaster communication. The main actors in the emergency situations belong to the public sector, be it at the national, regional or local level. During emergencies many communication problems may arise, in particular non-compliance with orders and the spread of rumours. In the Republic of Serbia, the Sector for Emergency Management of the Ministry of Interior is in charge of emergency management and communication in natural disasters. The role of the Sector was particularly salient during the disastrous floods in May 2014, when a state of emergency was declared on the territories of forty local self-government units (nine cities and thirty one municipality). In charge of communication with the local population, apart from the Sector HQ in Belgrade, were local emergency management headquarters, who had to combat the issues of non-compliance and rumours.
AB  - Iako je komunikacija jedan od najvažnijih aspekata upravljanja vanrednim situacijama, krizno komuniciranje je u literaturi uglavnom proučavano kroz primere iz korporativnog profitnog sektora, dok je komunikacionim aktivnostima javnog sektora posvećeno daleko manje pažnje. Sam termin kriznog komuniciranja u slučajevima vanrednih situacija, naročito onih uzrokovanih elementarnim nepogodama, za mnoge autore nepredstavlja sinonim sa 'komuniciranjem u vanrednim situacijama' (emergency communication) i 'komuniciranjem u katastrofama' (disaster communication). Glavni akteri u vanrednim situacijama su upravo subjekti koji pripadaju javnom sektoru, na nacionalnom, regionalnom ili lokalnom nivou. Tom prilikom mogu nastati brojni problemi u komuniciranju, među kojima su najistaknutiji odbijanje postupanja po naredbama i širenje glasina. Upravljanje i komuniciranje u vanrednim situacijama indukovanim elementarnim nepogodama u Republici Srbiji, u nadležnosti je, pre svega, Sektora za vanredne situacije MUP-a Srbije. Uloga Sektora je naročito bila istaknuta za vreme katastrofalnih majskih poplava 2014. godine. Vanredno stanje proglašeno je na teritoriji četrdeset jedinica lokalne samouprave (devet gradova i trideset i jednoj opštini). Osim 'centrale' Sektora u Beogradu, kao akteri komuniciranja bili su angažovani i lokalni štabovi za vanredne situacije, koji su morali da se bore sa problemima odbijanja postupanja po naredbama i glasinama.

The legitimacy of the police in Serbia

AB  - This paper analyses the changes in the legitimacy of the Serbian police in wider social and political contexts that occurred in the last two decades. The paper presents the analysis of the legitimacy of governmental/political authority and police in the Serbian academic community. Through the analysis of the social context and the empirical findings of surveys on the public opinion, the authors examined the delegitimization of the Serbian police during 1990­2000, and an attempt for its re-legitimisation after the launch of the reforms of the Ministry of the Interior in 2000. In this research, a survey was conducted on a sample of the students at the Academy of Criminalistic and Police Studies and the students at the Faculty of Security Studies of the University of Belgrade in order to determine how they perceive the legitimacy of the Serbian police. The attitudes of the students from the two faculties were compared after the survey results. In conclusion, the paper provides a review on possible perspectives of perceptions on the legitimacy of the Serbian police.
AB  - Autori u radu analiziraju promene legitimiteta srpske policije u širim društvenim i političkim kontekstima koji su se desili u poslednje dve decenije. Rad predstavlja analizu legitimnosti vladinih institucija i njenog političkog autoriteta, kao i shvatanje legitimiteta u srpskoj akademskoj zajednici. Kroz analizu društvenog konteksta i empirijskih nalaza istraživanja na javno mnjenje, autori ispituju delegitimizaciju srpske policije tokom 1990-2000, i pokušaj za njenom ponovnom legitimizacijom nakon započinjanja reformi Ministarstva unutrašnjih poslova 2000. godine. Osim svog teorijskog dela, rad sadrži analizu rezultata empirijskog istraživanja stavova studenata Fakulteta bezbednosti Univerziteta u Beogradu i studenata Kriminalističko-policijske akademije u Beogradu, koje je sprovedeno u drugoj polovini 2014. godine. Cilj istraživanja je bio da se utvrdi percepcija studenata o legitimitetu policije kao institucije, kao i legitimitetu policijske funkcije uopšte. Rezultati prikazani u ovom radu su potvrdili hipotezu da su mlađi i obrazovaniji članovi društva više kritički nastrojeni prema pitanu legitimiteta policije. Istovremeno, postoje značajne razlike u percepciji legitimnosti policije među studentima Kriminalističko-policijske akademije i studenata Fakulteta bezbednosti. To jest, studenti KPA doživljavaju legitimitet policije na povoljniji način nego studenti Fakulteta bezbednosti. Ovo se može objasniti činjenicom da su studenti KPA, samim odabirom obrazovne institucije unapred izrazili svoj afirmativni stav perma policiji. S druge strane, Fakultet bezbednosti je potpuno civilna institucija i deo je Univerziteta u Beogradu, To im daje mogućnost zaposlenja u drugim bezbednosnim institucijama ili u sektoru privatnog obezbeđenja, a ne samo u policiji. U zaključku autori daju pregled o mogućim perspektivama percepcije o legitimnosti srpske policije.

Sava Commission's role in improving security in south-eastern Europe

AB  - The International Sava River Basin Commission (ISBRC) or Sava Commission is an international organization that has been established for the purpose of the implementation of the Framework Agreement on the Sava River Basin (FASRB) to reach the following goals: establishment of an international regime of navigation on the Sava River, establishment of sustainable water management and undertaking of measures to prevent or limit hazards and hazard related consequences, including those from floods, ice hazards, droughts and accidents involving hazardous substances. In the civil security area the ISRBC activities are mostly related to the information and data exchange between the Parties, including activities aimed at creating basis for implementing the EU Floods Directive. The area of the ISRBC work primarily includes prevention and preparedness aspects of the crisis cycle management.
AB  - Međunarona komisija za sliv reke Save (The International Sava River Basin Commission - ISBRC) ili Savska komisija predstavlja međunarodnu organizaciju koja je osnovana radi sprovođenja Okvirnog sporazuma o slivu reke Save (the Framework Agreement on the Sava River Basin - FASRB) kako bi se postigli sledeći ciljevi: uspostavljanje međunarodnog režima plovidbe rekom Savom, uspostavljanje održivog upravljanja vodama i preduzimanje mera za sprečavanje opasnosti i njihovih posledica, uključujući opsnosti od poplave, leda, suše i akcidenata sa opasnim materijama. U oblasti civilne bezbednosti, aktivnosti Savske komisije uglavnom su vezane za razmenu informacija i podataka između zemalja potpisnica, uključujući i aktivnosti na stvaranju osnove za primenu Direktive EU o poplavama. Delatnost Komisije uglavnom je vezana za preventivne i pripremne aspekte kriznog menadžmenta.

The area of the ISRBC work primarily includes prevention and preparedness aspects of the crisis cycle management., Međunarona komisija za sliv reke Save (The International Sava River Basin Commission - ISBRC) ili Savska komisija predstavlja međunarodnu organizaciju koja je osnovana radi sprovođenja Okvirnog sporazuma o slivu reke Save (the Framework Agreement on the Sava River Basin - FASRB) kako bi se postigli sledeći ciljevi: uspostavljanje međunarodnog režima plovidbe rekom Savom, uspostavljanje održivog upravljanja vodama i preduzimanje mera za sprečavanje opasnosti i njihovih posledica, uključujući opsnosti od poplave, leda, suše i akcidenata sa opasnim materijama. U oblasti civilne bezbednosti, aktivnosti Savske komisije uglavnom su vezane za razmenu informacija i podataka između zemalja potpisnica, uključujući i aktivnosti na stvaranju osnove za primenu Direktive EU o poplavama. Delatnost Komisije uglavnom je vezana za preventivne i pripremne aspekte kriznog menadžmenta.",

The research is based on secondary sources analysis and in depth interviews with stakeholders. The Disaster Preparedness and Prevention Initiative for South Eastern Europe is the only regionally owned initiative in South Eastern Europe which includes 11 partner states (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Montenegro, Moldova, Romania, Slovenia, Serbia and Turkey) and two states with observers status (Hungary and Greece). The DPPI SEE was launched in November 2000 by the Stability Pact for South Eastern Europe in order to facilitate the cooperation and coordination of the SEE countries in preventing, preparing and strengthening capabilities to respond to natural and man-made, i.e., technological, disasters. After transforming the Stability Pact for South Eastern European 2008, the DPPI SEE came under the umbrella of Regional Cooperation Council. In the same year, a Memorandum of Understanding, as the only legal basis regulating its objectives, structure and decisionmaking process, was signed by partner countries. DPPI SEE activities are on capacity building of partner countries aimed to enhance disaster preparedness and prevention through disaster management education and training courses, including organization of workshops, seminars, conferences, etc. Significant achievements have been made throughout the implementation of several regionally owned projects. Nevertheless, besides the important results that have been achieved in the work of the DPPI SEE to date, certain weaknesses and shortcomings have been demonstrated. The DPPI is now at some sort of milestone anticipating the new Memorandum of Understanding.

Managing emergency situations in Republic of Serbia: Qualitative aspect

AB  - Research within the European project of analyzing crisis management in European countries aimed, among other things, to question the qualitative dimension of new emergency management system in Serbia. In accordance with a particulary developed methodological framework, quality of this system was assessed in terms of its efficiency, effectiveness and legitimacy, based on the data gathered conducting interviews with key decision makers and secondary source analysis. The fact that the system has been in existence for only two and a half years and that it still does not work at full capacity, since it has not been completed in a normative and institutional sense, makes any attempt of serious analysis and its evaluation difficult and problematic. Nevertheless, some general remarks can be made. The system has been tested practically in the events of several natural disasters and one technological disaster. The general assessment is that, given the fact that it is not fully completed, it functioned relatively well. Recurrence of similar technological accidents like fires in night clubs, indicates the inability of the system to properly determine liability, draw lessons and translate them into standard operating policies and procedures. Procedures for determining the professional and legal accountability are complicated and take a long time so the sanctions are not effective, while due to the overall constellation of political relations political accountability is minor.
AB  - Istraživanje u okviru evropskog projekta ispitivanja kriznog menadžmenta u evropskim zemljama je, pored ostalog, imalo za cilj da ispita i kvalitativnu dimenziju novog sistema za upravljanje vanrednim situacijama u Republici Srbiji. U skladu sa posebno razvijenim metodološkim okvirom, kvalitet sistema je ispitivan kroz njegovu efikasnost, efektivnost i legitimnost, a na osnovu intervjua sa ključnim donosiocima odluka i analize sekundarnih izvora. Činjenica da novi sistem postoji tek nešto više od dve i po godine i da još uvek ne funkcioniše punim kapacitetom, budući da nije sasvim kompletiran u normativnom i institucionalnom smislu, čini svaki pokušaj njegove ozbiljne analize teškim i problematičnim. Ipak, moguće je izneti neka opšta zapažanja. Sistem je praktično testiran u nekoliko prirodnih i jednoj tehničkoj vanrednoj situaciji i po opštoj oceni je funkcionisao relativno dobro. Ponavljanje sličnih tehnoloških akcidenata, kao što su požari u noćnim klubovima, pokazuje nesposobnost sistema da na odgovarajući način adresira pitanje odgovornosti, da izvuče pouke i pretoči ih u standardne operativne procedure. Postupci utvrđivanja profesionalne i zakonske odgovornosti su spori i komplikovani, tako da sankcije nisu efektivne, dok je, usled ukupne konstelacije političkih odnosa, politička odgovornost aktera minorna.

AB  - The concept of community policing is based on constant consultations between the police and the local self-government and a complex system of preventative responses. A qualitative approach has been applied in a rural community based on the analysis of administrative documents from 2003 to 2011, direct observation and a survey examining the attitudes of 65 police officers who participated directly in the project implementation. The major findings include the existence of a centralized police model and traditional policing, the resistance of low and middle managers to change and the absence of continuous consultations between the police and local self-government.

AB  - Since ancient times, people have dealt with crises and disasters, and tried to avoid these events and mitigate and minimize their consequences. Over the time, the concept of crisis is developed, but the crisis management concept as a product of the XX century. The authors present the theoretical sources of crisis management and anlyse crisis as a theoretical problem and a challenge for research. Special attention is given to the observation of the crisis in the political context, giving the possible theoretical and methodological framework for the study of crises and disaster. Public management in crisis and disaster management is becoming increasingly important and essential task of contemporary society. By the fact that it represents a serious threat to the structure of political or safety systems, the management crisis involves the strategic knowledge, prediction and control of the uncertain situation at all levels.
AB  - Od najstarijih vremena ljudi su se susretali sa krizama i katastrofama i pokušavali da ove događaje izbegnu i njihove posledice ublaže i umanje. Tokom vremena je razvijen koncept krize, ali je krizni menadžment kao koncept proizvod HH veka. Autori prezentuju teorijske izvore kriznog menadžmenta i razmatraju krizu kao teorijski problem i izazov za istraživanje. Posebna pažnja se posvećuje posmatranju krize u političkom kontekstu. Daje se i mogući teorijsko metodološki okvir za istraživanje kriza i katastrofa. Javna uprava danas ima sve značajniji zadatak da upravljanje u kriznim situacijama katastrofama koje predstavljaju ozbiljnu pretnju strukturi političkih ili bezbednost sistema, tako da upravljanje krizama podrazumeva strateško znanje, predviđanje i kontrolu nad neizvesnim situacijama na svim nivoima.

Over the time, the concept of crisis is developed, but the crisis management concept as a product of the XX century. Tokom vremena je razvijen koncept krize, ali je krizni menadžment kao koncept proizvod HH veka. Autori prezentuju teorijske izvore kriznog menadžmenta i razmatraju krizu kao teorijski problem i izazov za istraživanje. Posebna pažnja se posvećuje posmatranju krize u političkom kontekstu. Daje se i mogući teorijsko metodološki okvir za istraživanje kriza i katastrofa. Hooligans in Serbia in the triangle of sport, politics, and crime

AB  - Violence at sporting matches in Serbia has its roots in the events related to political tensions and the disintegration of the SFR Yugoslavia. Stepping into transition, civil war and the general criminalization of society in the setting of international isolation and UN-imposed sanctions, all led to an increase of violence in general and particularly on the sports fields. In the early 1990s sport became lucrative business, and sport clubs began to function as business corporations. Sport became politicized as politicians were included in the management of sport clubs, while sport fans were manipulated by the politicians. A number of supporters were engaged in wars in the former Yugoslavia, accepting nationalism and other extreme political ideologies, while various political occasions were used by sport supporters and members of the extreme right as a reason for serious disorders. The clubs became involved in money laundering, rigging the results, and illegal trade with players, while sport supporters' leaders became involved in blackmail, extortion and drug trafficking. The state response to this phenomenon has been overdue, formal, partial and lacking overall comprehensive strategy, while the actors of violence have had powerful protectors in political parties, celebrities, and some officials in the Serbian Orthodox Church. Adopting the law on sport and law on violence and misconduct at sporting events has created the normative preconditions for social reaction. However, problems remain in the implementation of the law, functioning of the judiciary, media sensationalism and irresponsibility, and the fact that in addition to the repressive measures, the preventive ones are also necessary. The police are only one of the actors in the fight against hooliganism and cannot solve this serious social problem by themselves. In keeping with the above stated, creating a national strategy to combat sport violence is suggested.
AB  - Nasilje na sportskim utakmicama u Srbiji ima korene u događajima vezanim za političke tenzije i raspad SFR Jugoslavije. Ulazak u tranziciju, građanski rat i opšta kriminalizacija društva u uslovima međunarodne izolacije i sankcija UN uticali su na porast nasilja uopšte, i na sporskim terenima posebno. Početkom 90-tih godina prošlog veka sport u Srbiji postaje unosan posao, a sportski klubovi počinju da funkcionišu kao privredne korporacije. Dolazi do politizacije sporta kroz uključivanje navijača u uprave klubova, ali i do manipulacije navijačima od strane političara. Deo navijača uključuje se u ratne sukobe na području bivše Jugoslavije, prihvatajući nacionalističke i druge ekstremne političke ideologije, a razni politički povodi se koriste za izazivanje nereda od strane navijača i pripadnika ekstremne desnice. Takođe dolazi i do tesnih veza sporta i kriminala. Klubovi se uključuju u pranje novca, nameštanje rezultata, nezakonitu trgovinu igračima, a vođe navijača u ucene, iznude i trgovinu drogom. Reakcija države na ovaj fenomen je bila zakasnela, formalna, parcijalna, bez sveobuhvatne strategije, a akteri nasilja su imali moćne zaštitnike u političkim liderima, pojedincima iz javnog života i upravama klubova. Donošenjem zakona o sportu i o nasilju i nedoličnom ponašanju na sportskim manifestacijama stvorene su normativno pravne pretpostavke za društvenu reakciju. Problemi, međutim, ostaju u implementaciji zakona, funkcionisanju pravosuđa, neodgovornosti i senzacionalizmu medija, te činjenici da su pored represivnih neophodne i preventivne mere. Policija je samo jedan od aktera u borbi protiv huliganizma i sama ne može rešiti ovaj ozbiljan društveni problem, te se u tom smislu sugeriše donošenje nacionalne strategije za borbu protiv sportskog nasilja.

Between qualitative and quantitative methodology: Grounded theory

AB  - The paper presents the foundations of the grounded theory method, which is one of the orientations of qualitative methodology, which originated in the USA in the 1960s. First of all, it highlights the essentially different meanings of the word 'theory' in European (continental) thought and American empirical sociology. The appearance of grounded theory is connected to the crisis of positivist paradigm in social science, particularly with its boiling down to a school pattern: 'research question - hypothesis - empirical testing - conclusion, i.e. accepting or rejecting or a hypothesis.' Grounded theory does not start with a hypothesis leading towards facts, but the other way round: researchers observe a research phenomenon intensely, make notes, talk with participants, and then research the empirical materials in order to set assumptions on regularities, conditioning and possible causal effects of the research phenomenon, and finally test the assumptions in the course of a new wave of research.
AB  - U radu se izlažu osnove metoda utemeljene teorije, jednog od pravaca kvalitativne metodologije, koji je nastao šezdesetih godina XX veka u SAD. Najpre se ukazuje na bitne razlike u značenju reči 'teorija' u evropskoj kontinentalnoj misli i američkoj empirijskoj sociologiji. Pojavljivanje utemeljene teorije povezuje se sa krizom pozitivističke paradigme u društvenoj nauci, naročito sa njenim svođenjem na školski šablon: 'istraživačko pitanje hipoteza empirijsko testiranje zaključak, tj. prihvatanje ili odbacivanje hipoteze'. Utemeljena teorija ne polazi od hipoteze ka činjenicama, već obrnuto: istraživači intenzivno posmatraju istraživanu pojavu, sačinjavaju beleške, vode razgovore sa učesnicima, pa potom proučavanjem te empirijske građe postavljaju pretpostavke o pravilnostima, uslovljenostima i eventualnim uzročnostima u izučavanoj pojavi, a onda te pretpostavke testiraju u novom talasu istraživanja.

AB  - In the paper author is are discussing on the general level relations between the police and politics and the most important factors that determine the nature of this relations. He describes the way the politics directly or indirectly interfere and influence police work, and also how the police influence politics and interfere political processes, emphasizing the principle of political neutrality of the police and pointing out the problems in fulfillment of this principle. The position of the police in the system of unity of power, and system of division of power is described and direct and indirect forms of police influence on political life are analyzed. In methodological sense this descriptive paper is based on content analysis and review of literature. Author concludes that relations between police agencies and actors of political life are rather complex and determined by number of factors, while endeavor of holders of political power to exert influence on the police is historical constant, even in countries that are civilization vanguard in spite of pointing out the principle of political neutrality of the police. In countries in transition and particularly Serbia, this topics deserve comprehensive research.
AB  - U radu se na najopštijem nivou razmatraju relacije policije i politike i najvažniji faktori koji determinišu prirodu ovih odnosa. Opisuju se načini na koje se politika posredno ili neposredno meša u rad policije i utiče na nju, ali i kako policija utiče na politiku i meša se u političke procese, uz isticanje principa političke neutralnosti policije i ukazivanje na problem u njegovom ostvarivanju. Prezentira se položaj policije u sistemu jedinstva i sistemu podele vlasti i posebno se analiziraju direktni i indirektni oblici uticaja policije na politički život. U metodološkom smislu, ovaj pregledni rad je pre svega zasnovan na analizi sadržaja i pregledu literature. Autor zaključuje da su međusobni odnosi policijskih organizacija (agencija) i subjekata političkih procesa zaista kompleksni i determinisani većim brojem činilaca, ali i da su istorijska konstanta nastojanja nosilaca političke moći da ostvare uticaj na policiju, čak i u zemljama 'civilizacijskim prethodnicama', uprkos formalnom proklamovanju principa političke neutralnosti policije. U zemljama u tranziciji uopšte, i Srbiji posebno, ova tema zaslužuje opsežno istraživanje.

In these circumstances a number of non-Serb police officers, and managers, were excluded from the police, because of their national origin. After democratic changes in October 2000, the reform of the police was launched. The police are still not representative of the population of Serbia in terms of ethnic structure, although it was one of the reform goals. The most important findings of the research conducted in 2006 regarding relations of the police and certain ethnic minorities are described in the paper.
