A new cold war or continuation of the old one

AB  - After the end of World War II a new era started in international relations. With the defeat of Nazism, fascism and Japanese militarism a decisive role in the creation of this new era played he members of the winning coalition - the United States, Great Britain and the Soviet Union. However, the character of international political relations of the second half of the 20th century was essentially determined by the nature of the relationship between the two super-powers: the USA and the USSR. The deterioration of relations between these two forces started after the Soviet government had taken certain steps in Poland, Iran, Greece and Turkey. These moves were interpreted by the Americans as an attempt to extend the hitherto mutually recognized sphere of influence of the Soviet Union. Russia today believes that the red line has been crossed in Syria, although some dissatisfaction was also shown by Russia on account of the events taking place in Iraq and Libya. Due to conflicting conceptions of foreign policy of the USA and the USSR (the former USSR) and contemporary Russia and the measures taken in order to materialize these policies, strictly in accordance with their own interests, there has been a permanent tension on the international political scene. One gets the impression that the current events represent a sort of closing of the circle and return to the starting positions characteristic of the period before the Second World War.

Civil-Military Relations and Democratic Control over the Armed Forces in the Republic of Serbia

AB  - This article focuses on the democratization of civil-military relations and the implementation of democratic control of the armed forces in the Republic of Serbia. By analyzing the basic parameters of democratic civil-military relations, we attempt to evaluate whether civil-military relations in the Republic of Serbia can be classified into a type of relations that occur in consolidated democracies. Based on an examination of legal documents and other data, this article concludes that democratic changes since October 2000 have greatly influenced the course of relations between military and political elites and that civil-military relation in Serbia meet most of the defined parameters. However, due to the difficulties in the implementation of this control in practice, civil-military relations in Serbia can only partially be classified as a type of relations that occur in consolidated democracies.

AB  - The term 'small arms and light weapons' (SALW) refers to conventional weapons that are relatively cheap and easily available, simple to use and maintain. These weapons are a widely spread threat to the security of states, communities and individuals. These are main weapons used in most of conflicts and armed insurgencies. The control of trade in SALW is one of the ways to stop the illegal spreading of these weapons, which may also contribute to precluding the armed conflicts. The paper gives a short overview of international initiatives concerning the illegal trade and transfer of SALW.
AB  - Termin malokalibarsko i lako oružje (SALW) odnosi se na konvencionalno oružje koje je relativno jeftino i lako dostupno, jednostavno za upotrebu i održavanje. Ono predstavlja široko rasprostranjenu pretnju za bezbednost država, zajednica i pojedinaca. To je osnovno oružje koje se koristi u većini sukoba i oružanog nasilja. Kontrola trgovine SALW je jedan od načina da se zaustavi nelegalno širenje ovog oružja, čime se može uticati i na suzbijanje oružanih sukoba. U radu je ukratko dat pregled međunarodnih inicijativa u pogledu kontrole nelegalne trgovine i prenosa SALW.
