Coonceptualization of environmental refugees

AB  - The term 'environmental refugees' include migrants forced to leave their place of residence, temporarily or permanently, as a result of environmental degradation. In order to create an appropriate framework for environmental refugees, typology must be first determined. It would comprise different conditions, as well as a combination of interactive and cumulative effects which make many areas on the planet being unproductive and unsuitable for life. This paper will give an overview of the attempts and problems related to finding an appropriate definition of environmental refugee. These challenges, which the international community needed to address, could finally lead to the recognition of environmental refugees in the legal system.
AB  - Pod pojmom 'ekološke izbeglice' se podrazumevaju lica prisiljena da napuste mesto boravka, privremeno ili trajno, usled promena nastalih u životnoj sredini. Da bi se stvorio odgovarajući okvir za ljude koji bi pripadali grupi ekoloških izbeglica, mora se prvo odrediti tipologija koja bi ne samo pod svoje okrilje stavila različite uslove, nego i kombinaciju interaktivnih i kumulativnih efekata koji čine mnoge oblasti na planeti neproduktivnim i nepogodnim za život. U ovom radu biće dat osvrt na pokušaje i probleme sa kojima se susreće međunarodna zajednica u smislu pronalaženja adekvatne definicije koja bi finalno mogla da vodi ka prepoznavanju ekoloških izbeglica u pravnom smislu.

Drinking water resources as a source of the Israeli-Arab conflicts

AB  - The Jordan river basin is a part of the Middle East which has for centuries been a site of great religious, cultural, political and other upheavals. Bearing in mind that the resources of drinking water in this arid region are naturally limited, and that since 1930s there has been a rapid increase in population, expansion of urban areas, agricultural development and increase in industrial production, along with consequences caused by climate change, it is no wonder that limited resources of drinking water are a stumbling block and a source of tension, conflicts and clashes between countries in the region, i.e. Israel on one side, and the Arab states on the other. The paper especially highlights the geographical situation and the condition of drinking water resources in the basin of the Jordan river; factors and actors that jeopardize the drinking water resources; and conflicts and consequences of Israel's hegemony applied in resolving the division of drinking water resources in this basin.
AB  - Basen reke Jordan predstavlja onaj deo Bliskog istoka koji je tokom vekova bio centar velikih religijskih, kulturnih, političkih i drugih previranja. Imajući u vidu da su resursi pijaće vode u ovom aridnom regionu prirodno ograničeni, a da je od 30-ih godina prošlog veka došlo do ubrzanog porasta populacije, širenja urbanih sredina, razvoja poljoprivredne i uvećanja industrijske proizvodnje, uz posledice izazvane klimatskim promenama, nije čudo što ograničeni resursi pijaće vode predstavljaju kamen spoticanja i izvor tenzija, konflikata i sukoba između država u regionu, odnosno Izraela sa jedne strane i arapskih država sa druge. U radu je posebno naglašen geografski položaj i stanje resursa pijaće vode u basenu reke Jordan, faktori i činioci koji ugrožavaju resurse pijaće vode, konflikti i posledice primene hegemonije Izraela u rešavanju podele resursa pijaće vode u ovom basenu.

AB  - The relationship between history of violent conflict in the Southern Europe and the Balkan Peninsula and various reconstructions of temperature in the Southern Europe over the last two millennia have been investigated. The research results indicate that in the period of the first millennium, conflicts were more intense during warmer period, both in the Southern Europe and on the Balkan Peninsula. On the other hand, in the second millennium, we find that in the Southern Europe and the Balkan Peninsula, during colder climatic periods, people were more inclined to violent conflicts.

AB  - Drawing on a unique collection of both quantitative and qualitative data related to human trafficking, the paper attempts to evaluate not only the dynamics, forms and patterns of human trafficking in Serbia, but also the development of a national legal frame-work in the country. The most important factors that contribute to human trafficking in Serbia are its geographical position, poor social and economic conditions, and social marginalisation of vulnerable groups on one hand and, the ineffective functioning of state institutions in the eradication and prevention of human trafficking on the other.

Environment and security: The concept of ecological and environmental security

AB  - The terms environmental and ecological security are often used interchangeably by both scientists and politicians, especially in Serbia. Whereas environmental security refers fundamentally to the threat of environmental degradation to political stability, ecological security refers to the creation of a condition where physical surroundings of a community provides for all its needs without diminishing natural resources. Accordingly, ecological security is embedded in the concept of sustainable development. Various trends in the development of security concept and environmental changes are presented in this paper. Finally, scientific explanations of the terms environmental and ecological security are given.
AB  - Naučnici i političari, naročito u našoj zemlji, često zamenjuju termin bezbednost životne sredine i ekološke bezbednosti. Bezbednost životne sredine koristi se da opiše pretnju političkoj stabilnosti usled degradacije životne sredine dok ekološka bezbednost označava stvaranje uslova u kojem fizičko okruženje zajednice omogućava zadovoljenje potreba stanovništva bez smanjenja prirodnih rezervi. Shodno tome, koncept održivog razvoja vrlo je važan u razumevanju ekološke bezbednosti. U radu su predstavljeni trendovi u razvoju koncepta bezbednosti i promena u životnoj sredini, kao i doprinos naučnika u rasvetljavanju termina bezbednosti životne sredine i ekološke bezbednosti.
