Policing hate crimes in Bosnia and Herzegovina

AB  - Studying hate crimes in a country divided along sectarian lines, such as Bosnia and Herzegovina, presents a substantial challenge for researchers. The consequences of hate crimes are multifaceted, and in an environment of institutional crime-control mechanisms that are still developing, these events can negatively affect society at large. Hate crimes often lead to ethnic and religious homogenisation, polarisation, intolerance, overt hatred and violence. This paper provides an overview of research findings relevant to policing hate crimes in post-conflict Bosnia and Herzegovina. Special focus is placed on policing at three levels: government policy (strategies for action at the level of the interior ministries), police policy (the implementation of action strategies in lower organisational units) and police practice (police fieldwork). The study is primarily based on a qualitative approach including interviews, observations and secondary data analyses. The general findings indicate that crime control is inadequate and influenced by an apparent lack of political will to tackle the problem. Our findings also revealed the absence of any systematic approach to deal with hate crimes, which implied numerous problems in policing at all levels. Bosnia and Herzegovina, as a transitional post-conflict country, has a long way ahead in establishing law enforcement institutions that will enable the rule of law, protect human rights and ensure political accountability.

Mobing u međunarodnim odnosima

AB  - U radu autori pokušavaju da odgovore na sledeće hipotetičko pitanje: ako je mobing kao vid nasilne komunikacije prisutan u životinjskom svetu i ako se slični obrasci ponašanja uočavaju u ljudskom društvu na nivou mikrodruštvenih grupa, da li je on prisutan i u makrodruštvenim grupama ili, preciznije, u međunarodnim odnosima? Nakon identifikovanja određenih sličnosti u obrascima ponašanja autori ukazuju na mogućnost da sintagma mobing u međunarodnim odnosima nađe svoje mesto u politikološkoj i sociološko-psihološkoj literaturi. Istraživanje je teorijsko i ne poziva se na konkretne empirijske činjenice iz prakse međunarodnih odnosa. Tezu da je moguće prihvatiti navedeni pojam potrebno je potkrepiti empirijskim istraživanjima, a ovaj rad može da posluži kao hipotetički okvir za takva istraživanja.

AB  - In this paper, the authors observe sexual exploitation from an anthropological perspective. They analyze the rational, ethical, emotional and mythological dimensions of human sexuality. Consequently, after setting the phenomenon in a social and historical context, sexual exploitation is closely observed in the contemporary age. Based on thoughts of relevant thinkers, they make the conclusion that the elimination of sexual exploitation is not an utterly legal issue, but political and economical issues as well. Namely, legal norms are not sufficient to overcome sexual exploitation, but, political and economical relationships in contemporary societies, which will be based on sincere equal opportunities must be established.
AB  - U radu autori posmatraju seksualnu eksploataciju iz antropološke perspektive, odnosno osvetljavaju racionalnu, etičku, emotivnu i mitološku dimenziju ljudske seksualnosti. Nakon situiranja fenomena u društveni, odnosno istorijski kontekst, autori nešto detaljnije posmatraju seksualnu eksploataciju u savremenoj epohi, da bi na tragu relevantnih mislilaca zaključili da pitanje ukidanja seksualne eksploatacije nije formalno-pravno, već političko i ekonomsko pitanje. Naime, za prevazilaženje seksualne eksploatacije nisu dovoljne pravne norme, već uspostavljanje istinski ravnopravnih političkih i ekonomskih odnosa u savremenim društvima.
